About The Position

The Department of Housing and Community Affairs (DHCA) is currently recruiting for a dedicated and forward-thinking Neighborhood Revitalization Manager (Manager III), Grade M3 to guide the Neighborhood Revitalization Programs in DHCA’s Community Development Division. The ideal candidate will oversee the development of innovative strategies and programs that prevent neighborhood decline through community engagement and targeted improvements. In addition to leading Montgomery County’s Focus Neighborhood Area program, using data, surveys, and community input to identify areas where revitalization can make the greatest impact. Requirements

  • Five (5) years of progressively responsible experience in a field related to the assigned area of urban planning, community development, architecture, and/or commercial revitalization.
  • Graduation from an accredited college or university with a bachelor’s degree.
  • An equivalent combination of education and experience may be substituted.
  • Possess and maintain at all times a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

Nice To Haves

  • Expertise in developing, analyzing, and executing policies, plans, and strategies related to community planning and the revitalization/redevelopment of neighborhood and commercial areas in a county with over one million residents.
  • Proficient in financial oversight, budget preparation, procurement, and grant/contract development.
  • Experience managing consultant and construction activities using federal, state, and local resources while ensuring compliance with all relevant laws and regulations.
  • Experience supervising employees in a unionized setting and conducting performance evaluations.
  • Skilled in creating and implementing action plans, including survey design and performing data analysis.
  • Experienced in managing capital construction projects, including land acquisition and disposition, site improvements, overseeing construction bids, supervising construction activities, and related responsibilities.
  • Proficient in public speaking and collaborating with elected and appointed officials, managers, public and private sector representatives, businesses, and community groups to present information and garner support for recommendations.
  • Experienced in leading a team of professional staff members engaged in diverse and complex projects.
  • Experienced in advocating for and securing program funding from federal and state agencies.

Responsibilities

  • Oversee and guide professional staff in executing a range of complex neighborhood revitalization programs.
  • Develop Focus Neighborhood Area (FNA) Action Plans.
  • Manage the completion of capital improvement projects, such as commercial facade easement programs, streetscaping, and other neighborhood enhancements.
  • Assist with budget planning, allocating federal, state, and county resources for revitalization efforts.
  • Ensure compliance with all relevant laws, rules, and regulations when approving payments.
  • Represent the department at various interagency meetings and task forces, such as with the Metropolitan Washington Council of Governments and the Planning Board.
  • Lead public meetings to gather community input and present findings, projects, and reports to decision-making bodies, exhibiting strong public speaking and presentation skills is essential as the section Manager.
  • Foster a positive Labor Relations environment built on trust, respect, and cooperation.
  • Attend meetings and community events or perform work at locations outside the office.
  • Occasionally, early morning, evening, or weekend work outside of normal business hours may be required.

Benefits

  • The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $101,474 to $140,546 based on the candidate’s qualifications and experience.
