About The Position

This is an internal-only job posting, available to current Montgomery County Government employees. The Department of Technology Services, Office of Change Management, is seeking a Change Management Manager, Grade M3 (Manager-III), to direct daily operations and ensure the effective delivery of change management strategies, enterprise training, communications, project and product delivery, and operational improvement projects. This role drives organizational awareness, adoption, and continuous improvement of IT initiatives, products, and processes. The manager will lead a multidisciplinary team, oversee project intake and execution, and foster a culture of innovation and stakeholder engagement. The salary range represents this position’s earning potential. The anticipated hiring range for this position will be $101,474.00 to $176,258.00, based on the candidate’s qualifications and experience. The mission of the Department of Technology & Enterprise Business Solutions (TEBS) is to use information technology to enable employees to provide quality services to citizens and businesses, deliver information and services to citizens at work, at home, and in the community, and increase the productivity of government and citizens. TEBS is a fully integrated enterprise in which all Montgomery County Government Departments and Offices can use reliable, accurate, and secure information to perform the government services and functions essential to the citizens of Montgomery County.

Requirements

  • Graduation from an accredited college or university with a Bachelor’s Degree.
  • Five (5) years of progressively responsible professional experience in any of the following areas: Change Management, Project and Product Delivery, Analytics, and organizational strategy coordination and development.
  • An equivalent combination of education and experience may be substituted.
  • Completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

Responsibilities

  • Direct and coordinate daily operations across change management, enterprise training, communications, and product/process analysis.
  • Manage Change Management project intake, prioritization, and resource allocation for active requests and ongoing initiatives.
  • Oversee the development and implementation of change management plans, training programs, product, and communication strategies.
  • Mentor and develop staff, fostering a collaborative and high-performance culture.
  • Administer training platforms, learning pathways, and program reporting.
  • Ensure compliance with organizational policies and best practices in change management.
  • Lead the execution of enterprise projects such as AI Literacy & Copilot Chat Program, Data Classification, Access & ID Management, Telephony, Web Accessibility, and Chatbot initiatives.
  • Ensure timely delivery of primary project deliverables, including training content, dashboards, impact analyses, and operational guides.
  • Monitor project status, outcomes, and stakeholder sentiment; report on progress and risks.
  • Oversee ongoing program operations, including analysis of organizational use cases across multiple business areas.
  • Coordinate high-level stakeholder engagements to ensure alignment between business needs, technical recommendations, and leadership priorities.
  • Manage discovery and intake activities for new use cases, including those initiated by governance or project management bodies.
  • Lead process improvement efforts related to workflow optimization, development support, and consultative requests.
  • Support program-related product alignment, requirements documentation, and coordination with teams responsible for developing enterprise solutions.
  • Supervise and provide leadership to two (2) full-time staff members who report directly to the manager, guiding their work to support effective communication, stakeholder engagement, and successful implementation of enterprise change efforts.
