About The Position

This position provides comprehensive oversight management of a portfolio of NYCHA properties, including building and grounds maintenance, administrative functions, and day-to-day operations. Neighborhood Administrators oversee a neighborhood of NYCHA developments, managing individual Property/Housing Managers at each site. Reporting directly to the Borough Vice President, this position requires excellent judgement and problem-solving skills in order to handle varying site conditions, manage a team of staff, and to engage with residents and other stakeholders.

Requirements

  • Permanent civil service status in the title of Administrative Housing Superintendent or Administrative Housing Manager.
  • A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
  • Education and/or experience which is equivalent to the above.
  • At least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.

Nice To Haves

  • Candidates must have permanent civil service status in the title of Administrative Housing Superintendent to be considered. However, those permanent in the title of Administrative Housing Manager may also be considered.

Responsibilities

  • Oversee Property Managers including all aspects of property management.
  • Ensure all housing communities are maintained and managed in compliance with prescribed health and safety conditions.
  • Ensure exterior and grounds of properties are visually attractive and safe.
  • Inspect the overall appearance of properties in the portfolio thru frequent site visits and inspections.
  • Review and approve detailed operational goals for each property.
  • Ensure property level goals support overall NYCHA portfolio goals.
  • Maintain performance standards. Oversee time and attendance of direct reports and address performance concerns.
  • Train and coach property management staff and develop performance standards with subordinates to reach, or exceed, standards on a continuous basis.
  • Initiate any corrective steps to modify or correct performance problems.
  • Oversee the continued monitoring of unit interior inspections to ensure adherence to an annualized schedule that complies with established NYCHA policies and procedures.
  • Ensure that all property sites meet established PHAS (HUD standard may change) indicators.
  • Regularly visit all managed properties to ensure consistent on-site staff compliance with NYCHA policies, procedures, and industry regulations.
  • Ensure the development and maintenance of consistent inspection schedules for the community facilities and grounds with each housing manager and maintenance supervisor.
  • Help identify improvement areas and aids in developing measurable plans of action for accomplish the work. Exercise prudence in budget planning in accordance with Asset Based Budgeting and administration.
  • Obtain timely reports from property management operations, constructions activities, and develop watch list for each site to ensure compliance with NYCHA operational goals.
  • Analyze data for quality and efficiency, conduct quarterly evaluations of the entire portfolio, prepare recommendations for internal watch-list, and prioritize actions.
  • Lead identification of specialized maintenance services or contractor-provided services to decrease maintenance wait time and increase unit turnaround. Maintain a vacancy preparation / control schedule that complies with NYCHA established unit turnaround time.
  • Use needs assessment and budget availability to maximize maintenance dollars.
  • Maintain positive management/resident relations through the tenant association officers and members.
  • Meet regularly with property managers, tenant association and members to determine community needs, concerns, etc. and addresses any pertinent concerns in a timely manner.
  • Train and mentor on-site staff to follow established Authority policies and procedures when dealing with units and residents.
  • Ensure policies and procedures comply with legal precedent and cases vis-à-vis residents and violations of lease terms and provisions.
  • Oversee the development of site operating budgets in conjunction with each housing manager.
  • Monitor the actual versus budgeted expenditures for all sites monthly to ensure prudent budgetary control.
  • Coordinate the preparation of Capital budget requests to prioritize larger projects instead of multiple repairs.
  • Provide an example of excellent customer service and resident respect.
  • Perform other related duties as assigned.
