About The Position

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Program Planner 3 - Monitoring Coordinator within our Licensing Division at our central office at 6200 Park Avenue, near Valley Junction in Des Moines, Iowa. DIAL’s mission is Achieve Compliance through Education, Regulation, and Due Process for a Safe and Healthy Iowa. Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will become an integral part of the Monitoring bureau by providing coordination and oversight of the monitoring program in the division. DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

Requirements

  • Seven years of full-time work experience in the administration or operation/execution of a program.
  • One year of full-time work experience in the administration or operation/execution of a program, AND a total of four years of education and full-time experience (where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience), AND a total of two years of graduate-level education and full-time experience (where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience).
  • Graduation from an accredited school of law.
  • Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.

Responsibilities

  • Independently operate as the program coordinator for the Professional Licensing Division’s monitoring program.
  • Provide direction to other staff who may work or interface with the program.
  • Set policies and procedures for program operations in collaboration with leadership.
  • Maintain regular contact with respondents.
  • Use independent judgement, knowledge, and decision-making to determine whether a respondent has violated the terms of a disciplinary order.
  • Discuss noncompliance issues with respondents orally and in writing to devise a plan of action to regain compliance.
  • Serve as lead worker.
  • Assist the bureau chief by performing duties such as training and instructing monitoring employees, answering questions, distributing and balancing the workload, and checking work.
  • Serve as the intermediary between the board and respondents.
  • Act as the liaison to other bureaus regarding the program.
