About The Position

In this role, you will perform professional planning work requiring strong technical knowledge, collaboration, analysis, and problem solving. This position involves coordinating, planning, organizing, and executing mobility and transportation planning processes, and coordinating activities with various internal and external stakeholders. The role provides staff support for key committees and commissions, manages mobility-related data, and oversees a sidewalk development program. It also involves researching and developing strategies for mobility development, reviewing relevant legislation, analyzing transportation systems, and making recommendations for policies and projects. The Mobility Planner serves as a technical expert, particularly for transit-oriented development, and collaborates on funding applications and transportation planning studies. The position ensures mobility planning goals align with resilience, sustainability, and land use plans, and represents the City in intergovernmental activities. Responsibilities include preparing reports, managing consultants, conducting outreach, and responding to citizen inquiries.

Requirements

Bachelor’s Degree (BA/BS) in Planning, Transportation Planning, Public Administration, or related field and one year of related experience and/or training; or an equivalent combination of education and experience.
Thorough knowledge of Microsoft Windows, Outlook, Excel, Access, and Word and similar software.
Valid South Carolina Driver’s License.

Nice To Haves

A Master’s Degree in a related field.
Experience in customer service, planning, and land use.
Experience with specialized software and systems to include ArcGIS, Adobe Creative Suite, and permit tracking systems such as Energov, GovQA, Boards+, webpage management, and project management software.

Responsibilities

Coordinates, plans, organizes, and executes the work of mobility and transportation planning processes within the Planning Division and coordinates activities with other divisions, City departments, outside agencies and organizations; makes recommendations to the City Council, Planning Commission, and a variety of related boards and committees.
Performs professional planning work requiring strong technical knowledge, collaboration, analysis, and problem solving.
Regularly interacts with staff, leadership, other jurisdictions, and the public in the coordination, and implementation of the city's mobility programs.
Provides staff support for Planning Commission, Bicycle and Pedestrian Advisory Committee and City Council items related to mobility planning.
Attends board, commission and community meetings that extend beyond the normal work schedule.
Creates, acquires, and maintains mobility related data and map layers.
Manages a sidewalk development program.
Researches, plans, and develops strategies for mobility development: In coordination with planning management and staff, develops and implements policies and strategies designed to promote mobility--especially alternative modes--in the City.
Reviews federal, state and regional statutes, proposed legislation and regulations pertaining to transportation planning.
Analyzes transportation systems and policies, identifies problems and potential solutions; evaluates alternatives; makes recommendations for policies, plans and projects; prepares reports of findings; and participates in implementation of adopted solutions and projects.
Researches and drafts ordinances for review.
Develops short- and long-range work plans, procedures, and schedules for departmental mobility goals.
Assists in budget preparation and identification of additional funding needs for staffing.
Serves as a technical expert for transportation studies/issues--especially as they related to transit-oriented development (TOD); provides transportation planning and advice to department personnel, and other City departments; in collaboration with other City staff, prepares applications and applies for transportation funding.
Manages, authors, and/or implements transportation planning studies and plans, bicycle and pedestrian planning and project development activities, and works with transit agencies, such as CARTA and LCRT, on activities related to transit services and improvements.
Synchronizes mobility planning goals with existing and future resilience, sustainability and land use plans such as the City Plan, Climate Action Plan, All Hazards and Vulnerability Assessment, Citywide Transportation Plan, People Pedal Plan and various other neighborhood City area and regional plans.
Coordinates with other departments to develop and update funding strategies, pursues a variety of funding sources; manages and reports on grants.
Analyzes and summarizes data, presents information and makes recommendations on policy issues, facilitating interdepartmental and outside agency coordination.
Represents the City in various intergovernmental activities and venues related to transportation planning such as at local, county, state, and federal agencies, various boards and commissions and before local citizens in public meetings and hearings.
Prepares staff reports, research, and maps for the City Council, various committees, and advisory boards as directed; briefs and delivers formal presentations to the public, government agencies and elected officials.
Confers with other professionals regarding City transportation policies and plans; selects, negotiates with, and manages consultants working under contract with the City to achieve specified project outcomes.
Performs outreach activities and participates in public workshops; makes presentations to various community groups.
Responds to citizen inquiries by explaining policies and/or investigating issues.
Attends meetings, conferences, workshops, and training sessions and reviews publications to become and remain current on transportation planning principles, practices, and new developments in assigned work areas.
Performs other duties as assigned.
