Distribution Mobility Planner

SAIC•Camp Smith, HI

About The Position

SAIC is seeking a Distribution Mobility Planner to support the planning, coordination, and execution of complex distribution and transportation operations. The role synchronizes the movement of personnel, equipment, materials, and other critical assets across distribution networks to ensure timely, efficient, and cost-effective delivery. The planner works with internal teams, carriers, field operations, and external stakeholders to develop executable movement plans, resolve constraints, and maintain visibility across the distribution lifecycle. The position requires mobility planning, transportation coordination, and logistics analysis, as well as the ability to adapt plans in dynamic operational environments.

Requirements

  • Bachelor’s degree in Logistics, Supply Chain, Transportation, Operations Management, Engineering, Business, or a related field; equivalent relevant experience may be considered.
  • At least 5 years of experience in logistics planning, transportation operations, distribution planning, mobility planning, or supply chain coordination.
  • Experience coordinating complex transportation or movement activities across multiple stakeholders and locations.
  • Strong understanding of multimodal transportation, distribution operations, routing, scheduling, and capacity planning.
  • Experience using transportation management systems, ERP platforms, tracking tools, or logistics planning systems.
  • Advanced analytical and problem-solving skills, including proficiency with Excel and reporting tools.
  • Strong written and verbal communication skills, with the ability to coordinate across cross-functional teams.
  • Ability to work effectively in fast-paced, dynamic environments with shifting priorities.

Nice To Haves

  • Master’s degree in supply chain, Logistics, Transportation, or a related field.
  • Experience in utility operations, transportation planning, large-scale logistics, emergency response mobilization, or defense-related deployment planning.
  • Familiarity with SAP, Oracle, Blue Yonder, Manhattan, Cargo Wise, Power BI, Tableau, GIS platforms, or simulation/modeling software.
  • Knowledge of DOT, FMCSA, TSA, OSHA, IATA, IMO, customs, or hazardous materials compliance requirements.
  • Experience supporting time-phased movement planning, large-scale mobilizations, or complex field operations.
  • Familiarity with JOPES, TPFDD, ULN validation, force flow planning, or coordination with USTRANSCOM or similar organizations, where applicable.
  • APICS CPIM, CSCP, or CLTD certification.
  • PMP certification.
  • Lean Six Sigma Green Belt or Black Belt.
  • Hazardous Materials / Dangerous Goods certification.
  • Defense deployment planning system training, if applicable.
  • Security clearance, if required by contract or program.
  • CDL or other transportation credential, if role-specific.

Responsibilities

  • Coordinate end-to-end distribution and mobility planning for deployment, redeployment, sustainment, and retrograde operations.
  • Develop movement plans for self-deploying and lift-supported assets, including personnel, equipment, and cargo.
  • Synchronize transportation activities across internal teams, external carriers, ports, terminals, and other logistics partners.
  • Maintain situational awareness of transportation capacity, lift capabilities, routing options, and infrastructure constraints.
  • Refine plans during execution in response to changing operational requirements, delivery timelines, and network disruptions.
  • Assess the feasibility of transportation options, including internal fleets, common-user transportation, third-party logistics providers, and strategic lift resources.
  • Identify movement constraints and recommend mitigation actions.
  • Use planning, modeling, simulation, and data analysis tools to optimize routing, throughput, and delivery sequencing.
  • Support in-transit visibility by tracking personnel, cargo, and equipment throughout the transportation network and resolving delays or exceptions.
  • Balance competing demands for distribution assets and develop deconfliction strategies aligned with operational priorities.
  • Coordinate with planners, operations teams, and stakeholders to validate movement requirements, schedules, and execution data.
  • Ensure timely delivery of logistics support to meet required delivery dates and service-level expectations.
  • Prepare reports, dashboards, and planning updates for leadership and operational stakeholders.
  • Support emergency response, surge operations, network recovery, and other high-tempo logistics initiatives as needed.
  • Perform other duties as assigned.
