About The Position

Parsons is seeking a Military C4 Plans and Operations Specialist to provide technical and functional expertise in Department of Defense (DoD) and Service strategy, policy, planning, and operations. This role involves supporting the inter-agency coordination of decision documents, drafting point papers, and analyzing tasks in response to USCYBERCOM and DoD requests. The specialist will assist in developing summary planning documentation, implementing Command initiatives, and communicating activities to stakeholders. The position also requires utilizing task management systems, monitoring compliance, and evaluating task comments and responses.

Requirements

Active TS/SCI w/ polygraph
8+ years of experience in Defense and Service strategy, policy, planning and operations
Bachelor’s Degree in a technical or business discipline in the area of expertise from an accredited college or university or equivalent experience
3+ years DoD/Service Component staff experience
An active Top Secret SCI w/Polygraph security clearance is required for this position.

Responsibilities

Provide technical and functional expertise in Department of Defense (DoD) and Service strategy, policy, planning and operations
Provide document review, analyze issues, prepare comments and coordination with leadership for policy, legislation and decision memoranda
Support the inter-agency coordination of decision documents via electronic dissemination to support consistent understanding and cognizance with respect to the Directorate’s position on sensitive issues
Draft and coordinate point papers and analysis in support of USCYBERCOM J6 Directorate leadership to accomplish a coordinated response with internal and external stakeholders
Engage Government leadership regularly to ensure consistency and accuracy regarding J6 posture on time-sensitive tasks
Provide time-sensitive task analysis in response to USCYBERCOM and DoD-derived requests
Assist in the development of summary planning documentation to support engagements and provide weekly support updates designed to track time-sensitive tasks and business, both internal and external to USCYBERCOM, a full range of tasks and commitments related to DoD cyber policy, National and International cyber policy, as well as activity that entails senior leadership commitment and readiness
Prepare, consolidate, edit, and coordinate, with J6 Director/CIO approval, reporting documents for internal and external consideration
Assist Government leadership with implementing Command initiatives and objectives and contribute to the development of concepts of operation and doctrine pertaining to cyber operations
Assist the J6 Directorate in communicating and socializing (e.g. drafting white papers, talking points, briefings and facilitating forums) activities to internal and external stakeholders, workforce, and partners
Utilize task management systems to track, manage, and complete actions.
Monitor and ensure compliance to all Quality Assurance procedures and evaluate all task comments and responses.
