About The Position

The Project Controls Mgr-Schedule uses and improves Scheduling and progress measurement tools, systems, and work processes to drive effective schedule monitoring and control, project progress measurement, and associated reporting. Individuals in this role may act as a Master Scheduler and develop related project dashboards, cost and resource performance reports (as it relates to the schedule), and other related artifacts in close collaboration with Sr. Project Controls Managers /Program Managers / Project Managers. The position will also lead and supervise staff performing schedule for a large, complex capital construction portfolio, and work with Project Controls Manager – Cost to develop methods to integrate cost forecasts with schedules.

Requirements

Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
Plus 7 years of relevant work experience.
Proficiency in primavera P6 project management software and tools for scheduling, budgeting, and reporting (e.g., Microsoft Project, Primavera).
Proven experience in project management and project control, preferably in a similar industry or domain.
Excellent organizational and time management skills, capable of handling multiple projects simultaneously.
Effective communication skills, both verbal and written, to interact with various stakeholders and team members.
Attention to detail and a focus on delivering high-quality results.
Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting as it relates to the schedule)
Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
Excellent written and verbal communication skills.
Ability to work effectively with internal and external stakeholders

Graduate Degree
PMP in good standing.
Understanding of railroad business functions, operations, and design and construction processes.
Previous railroad experience of Capital & Maintenance project/Program.
Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
PMI-SP, PMI-RMP, CCP or PSP certification

Responsibilities

Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, and project-specific requirements in the delivery of project control functions.
Performs project controls tasks in close coordination with project management team(s) and ensures assigned scheduling staff do the same.
Works with Project or Portfolio management and Project Controls teams to develop integrated master schedule, master risk register, and spend forecast using standard tools.
Supports project or portfolio management team in the evaluation and impact assessment of identified project risks and development of risk mitigation plans and contingencies. Ensures identified risks are documented and considered in schedule risk analysis.
Collects ongoing progress or performance data such as installed quantities, labor, costs, and other measures from Engineering systems or from project.
Supports the development of the Engineering Capital Construction yearly plan in producing new and updated schedules while ensuring schedule and cost data integrity and consistency, alignment with 5-year plan, and compliance with delivery requirements and deadlines.
Develop, compile, and deliver project or portfolio performance indicators (KPIs), data, and trends using reports, charts, tables, dashboards, or other artifacts assessing project or portfolio performance to support management decisions.
Performs review and analysis of contractor or third-party baseline and schedule updates, including constructability, risk analysis, critical path analysis, qualitative or quantitative schedule quality assessments, and/or delay and Time Impact Analysis as required.
Manage projects or portfolio controls data in EPPM or other department-approved systems and tools such as Excel or Primavera P6.
Develop processes and templates to support project or portfolio schedule control mechanisms in alignment with department objectives and enterprise standards.
Work with Construction Managers to develop procedures for short term lookahead schedules (2-4 weeks out) to assist with near term planning.
