About The Position

The Sr Manager Infrastructure Commissioning is responsible for establishing and ensuring compliance with the standards, processes, and cross-functional coordination needed to safely and consistently deliver Testing & Commissioning (T&C) across infrastructure project portfolio. This role develops the frameworks, requirements, and readiness criteria that project teams use to plan and execute infrastructure T&C, and partners closely with Engineering, Asset Management, Commissioning & Corridor Optimization (CCO), Safety Certification, and Operations to ensure infrastructure is fully ready for revenue service.

Experience with rail systems or transportation infrastructure capital delivery, including T&C, systems integration, engineering, construction, maintenance and/or safety certification processes.
Familiarity with signal systems, Positive Train Control (PTC), traction power, track, or communications system integration.
Familiarity with Amtrak systems (ET, C&S, track) testing Engineering Practices
Experience developing or implementing commissioning scopes and plans, stage-gate or readiness review processes for capital infrastructure projects.
Advanced degree in public policy, engineering management, or a related field.
Experience with data reconciliation and business intelligence tools to support portfolio-level assessments and decision-making.
Strong technical knowledge of some aspects of rail infrastructure testing & commissioning. Sufficient knowledge of rail infrastructure systems and the regulatory environment to engage credibly with technical subject matter experts.
Demonstrated proficiency in developing and implementing governance frameworks, standards, or SOPs across a large, multi-stakeholder organization.
Ability to lead cross-functional coordination among disparate groups without direct authority over those teams.
Experience translating complex technical, regulatory, or contractual requirements into clear organizational policy, procedures, or specifications.
Demonstrated success developing and executing organizational change management strategies, including stakeholder identification, tailored communications, and training.
Ability to establish performance metrics and reporting frameworks and independently prepare presentations.
Ability to communicate effectively at all levels and with diverse teams
Ability to manage multiple concurrent priorities and stakeholder relationships across a large capital portfolio.
Working knowledge of capital project lifecycle and stage-gate or readiness-review processes.

Responsibilities

Develop, implement, and ensure compliance with standardized Testing & Commissioning (T&C) governance frameworks, procedures, templates, tools, stage-gate criteria, acceptance requirements, and commissioning best practices across all infrastructure projects.
Provide project teams with the tools, guidance, and subject matter expertise needed to effectively scope, schedule, plan, and execute T&C activities throughout the project lifecycle.
Serve as the primary T&C SME, coordinating cross-functional requirements and readiness, while resolving interface, integration, and sequencing conflicts between disciplines during planning and execution.
Lead organizational adoption of T&C standards and processes through change management, stakeholder engagement, communications, training, and the promotion of consistent practices across delivery teams.
Provide program-level oversight of T&C strategies and commissioning readiness by participating in stage-gate and readiness reviews, identifying risks, and escalating critical issues to senior leadership.
Establish, monitor, and report commissioning performance metrics, deficiency trends, root-cause analyses, and lessons learned; benchmark against industry practices to drive continuous improvement of T&C standards, tools, templates, and overall capital project delivery.
