About The Position

Obtains thorough knowledge and is responsible for the installation, inspection, testing, calibration, troubleshooting, maintenance, and repair of single-phase and polyphase electric metering systems utilized in residential, commercial, industrial, and distributed generation applications. Ensures metering accuracy and system reliability in accordance with Rural Electrification Administration (REA), National Electric Safety Code (NESC), Jones-Onslow EMC’s standards, and applicable utility regulations. Performs advanced diagnostic analysis on metering infrastructure, service equipment, communication systems, and load control devices to support safe and efficient electrical operations across the Cooperative’s distribution system, so as to provide maximum service to the membership of the Cooperative.

Requirements

High school diploma or equivalent.
2 years prior experience in the electrical industry.
Working knowledge of electric utility distribution systems, meter theory, AC/DC electrical principles, transformer operations, and load calculations.
Ability to learn and understand ANSI metering standards, REA specifications, NESC requirements, OSHA regulations, and utility safety procedures.
Ability to interpret electrical schematics, wiring diagrams, service blueprints, meter forms, and technical manuals.
Ability to learn and understand the use of digital multimeters, voltmeters, amp clamps, phase rotation meters, burden test equipment, insulation resistance testers, and meter calibration systems.
Ability to safely work around energized electrical equipment and identify hazardous electrical conditions.
Understanding of radio communication procedures and emergency communication protocols including Mayday procedures.
Strong troubleshooting, analytical, and problem-solving capabilities in both field and shop environments.
Ability to operate utility vehicles under 26,001 pounds.
Ability to maintain a North Carolina Driver’s License in good standing.
Ability to operate computers and maintain well documented records as directed.
Ability to successfully correspond with members and fellow employees in a positive manner.
Ability to render sound judgment decisions relating to safety, mechanical conditions, and recommendations for maintenance of all types of meter testing equipment.
Ability to perform outdoors, in adverse weather conditions for extended periods of time.
Ability to think clearly and must possess sound judgment abilities.
Ability to work for extended periods of time in confined areas.
Ability to use tools in rough terrain.
Ability to write in a clear legible manner.

Ability to climb structures and equipment in excess of 10 feet in height for the purpose of inspection, repair and evaluation.
Ability to walk long distances over rough terrain for distances exceeding two miles.

Responsibilities

Install, configure, program, test, and remove single-phase and polyphase electric meters in/at residential, commercial, agricultural, and industrial locations.
Maintain the accuracy of Jones-Onslow EMC's meters through inspection, testing, calibration, and repair of system meters in the field and in the meter shop.
Perform advanced meter accuracy verification testing and calibration of meters and metering equipment using field test analyzers, phantom load equipment, burden testing devices, power quality analyzers in the field and in the meter shop.
Conduct diagnostic troubleshooting of metering circuits, CT/PT installations, socket wiring, communication failures, voltage irregularities, phase loss conditions, and metering discrepancies.
Inspect, test, calibrate, and maintain Advanced Metering Infrastructure (AMI) devices to ensure accurate energy measurement and reliable communications.
Perform meter shop bench testing, calibration, firmware verification, and repair of metering equipment in accordance with ANSI standards and manufacturer specifications.
Diagnose and repair defective meter bases, service entrance wiring, current transformer installations, voltage transformer circuits, and associated metering components.
Execute field connects, disconnects, reconnects, and service transfers while verifying proper voltage, phase rotation, polarity, and service integrity.
Analyze meter data, interval suage profiles, tamper indicators, and diagnostic alarms to identify abnormal consumption patterns, energy diversion, and equipment failures.
Accurately obtain and validate Opt-Out meter readings and manually collected billing data using handheld devices and utility software systems.
Inspect energized service equipment, grounding systems, weather heads, conductor terminations, and meter enclosures for code compliance, deterioration, overheating, corrosion, and hazardous conditions.
Maintain compliance with OSHA regulations, NESC standards, Cooperative operating procedures, lockout/tagout practices, and electrical safety requirements while working on energized systems.
Repair faulty meters, diagnose and fix wiring issues, and replace equipment that cannot be repaired.
Conduct field inspections and compliance audits to identify unauthorized connections meter tampering, bypass conditions, grounding deficiencies, and safety violations.
Perform meter exchanges and system modifications required for distributed energy resource (DER) interconnections, including residential and commercial solar photovoltaic systems.
Conduct safety and operational verification testing for net metering and solar generation systems, including voltage checks, anti-islanding verification support, and production meter validation.
Install, configure, troubleshoot, and remove surge protection devices and demand-side management/load control equipment.
Perform operational testing and remote connect/disconnect verification on network-controlled security lighting systems and report equipment failures or communication issues.
Maintain proficiency with utility mapping systems, mobile workforce applications, meter data management systems (MDMS), outage management systems (OMS), and electronic work platforms.
Complete detailed electronic and written documentation including service records, inspection reports, meter test results, calibration logs, incident reports, and regulatory compliance documentation.
Assist with emergency power restoration activities, storm response operations, outage investigations, and damage assessment efforts.
Maintain inventory accountability and proper handling of metering assets, test equipment, communication modules, and associated utility hardware.
Perform preventive maintenance and cleanliness standards for assigned vehicles, meter testing equipment, tools, and meter shop facilities.
Complete field inspections to monitor compliance issues to include detecting tampering and safety hazards and reporting findings to supervisor.
Ability to complete required paperwork, both hard copy and electronically, associated with work duties and responsibilities.
Maintain familiarity with assigned field inspection routes.
Be familiar with all safety rules, regulations, and company policies.
