About The Position

The College of Physicians and Surgeons of Manitoba is seeking a Medical Consultant to assist with resolving complaints received by CPSM in relation to registrants. This role involves investigating relevant issues and preparing detailed reports for the Investigation Committee's review. The position is for two openings, each ranging from 0.2 to 0.6 Full-Time Equivalent (EFT).

Requirements

  • A physician with a minimum of 8 years of clinical experience.
  • Must be eligible for full registration and licensure in Manitoba.
  • Impeccable ethics and professionalism.
  • Knowledge of the standards which govern the practice of medicine in Manitoba.
  • Demonstrated ability to work collaboratively.
  • Excellent organization, time management and planning skills, including the ability to work and problem solve independently within general guidelines and with multiple deadlines.
  • Proficiency with computers, including digital document management and basic Office 365 skills for basic communications.
  • Demonstrated report writing skills for a multi-disciplinary audience.
  • Ability to deal with confidential information that may not be shared internally or externally.
  • Professional communication and interpersonal skills to build and maintain rapport with stakeholders at all levels.
  • Ability to adhere to applicable policies and procedures in the Complaints and Investigation Department.

Nice To Haves

  • Experience in surgical specialties would be an asset.
  • Broad range of clinical experience will be considered.
  • Practice in and familiarity with healthcare in Manitoba would be preferred.

Responsibilities

  • Review of complaints made against registrants of CPSM, including assessing for jurisdictional and privacy issues, and identifying matters requiring legal advice.
  • Directing CPSM staff on complaint processing and information collection.
  • Communicating with complainants, registrants, and others to address relevant issues, ensuring letters include specific concerns and explain the process or limitations.
  • Investigating concerns raised by reviewing complaints, registrant responses, complainant follow-ups, and medical records to summarize care.
  • Interviewing registrants and complainants, where necessary, to ensure their perspectives are addressed.
  • Gathering other necessary information, including from third parties and interviewing them where appropriate.
  • Obtaining expert opinions, including formulating questions for their consideration.
  • Working in collaboration with legal counsel to ensure all applicable legal or process issues are considered.
  • Preparation of an Investigator’s Report detailing all relevant information for the Investigation Committee, including an overview of circumstances, review of medical records and documents, and analysis of issues.
  • Attendance at Investigation Committee meetings to provide information or clarification.
  • Assistance to the Assistant Registrar, as required.
  • Other duties as assigned.
