About The Position

This leadership role provides the opportunity to oversee complex statewide regulatory programs, serve as a subject matter expert on state and federal healthcare requirements, and ensure fair, timely resolution of disputes that protect providers, patients, and the public. The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

Requirements

• A current Louisiana license in a health services field, health regulation field, or social services field plus four years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services
• A bachelor's degree plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services
• A master's degree in a health services field, health regulation field, or a social services field plus three years of experience in hospital or nursing home administration, health services, health regulation, or social services

Responsibilities

• Direct and oversee the Informal Dispute Resolution (IDR), Administrative Sanction Reconsideration, and Informal Hearing processes, ensuring timely and consistent case management.
• Review and evaluate requests for dispute resolution, assign cases, communicate final determinations, and maintain records of program outcomes and performance.
• Interpret and apply state and federal laws, regulations, and policies while providing guidance to healthcare providers, clients, and program stakeholders.
• Collaborate with the Office of Legal Counsel on regulatory matters, legislative interpretation, and court proceedings, including providing testimony to support departmental actions.
• Develop, implement, and maintain administrative plans, policies, and procedures to ensure compliance with state and federal requirements.
• Design, develop, and deliver statewide training programs and educational materials to support staff development, policy implementation, and regulatory compliance.
• Assess organizational training needs, evaluate training effectiveness, and collaborate with statewide leadership to implement continuous process improvements and workforce development initiatives.
