About The Position

The Medicaid Program Advisor will support the Waiver Program Manager within the Division of Community Integration and Alzheimer’s Disease, part of the Center for Home & Community Based Services (HCBS) at the New York State Department of Health. This role is responsible for data analysis, reporting, and program support related to HCBS waiver programs, helping ensure compliance with federal and state requirements while driving data-informed decision-making.

Requirements

  • 8 years of professional experience
  • Minimum 5 years of experience with SAS and/or SQL
  • Strong proficiency in Microsoft Office Suite, with emphasis on Access and Excel
  • Experience in database programming, data analysis, and reporting
  • Ability to manage full-cycle analytical or research projects

Responsibilities

  • Develop, program, and maintain databases to support HCBS waiver program tracking and reporting
  • Compile, analyze, and interpret data using statistical and database tools
  • Produce both automated and ad hoc reports for program monitoring and leadership review
  • Support the development of program policies based on data-driven insights
  • Track participant status, utilization metrics, and program performance
  • Provide technical assistance for reporting systems, data management, and performance measurement processes
  • Respond to ad hoc data requests, including data linking and advanced analysis
  • Coordinate cross-bureau activities and information sharing within the Division
  • Assist in the planning and implementation of programs and project initiatives
  • Collaborate with CMS and other external stakeholders to ensure compliance with federal regulations
  • Participate in presentations, workshops, and stakeholder engagement activities
