About The Position

BerryDunn is seeking an experienced Medicaid Practice Group Manager – Medicaid Enterprise Systems (MES) to serve as a trusted advisor and delivery lead for our American Samoa Medicaid client. This role is responsible for guiding the maturation of Medicaid enterprise systems programs and strengthening program and project management (PgMO) capabilities within a complex, evolving territorial Medicaid environment. This position will sit remotely and support American Samoa’s Medicaid modernization efforts, with a primary focus on Eligibility and Enrollment (E&E) and other MES modules as identified. The successful candidate will bring deep MES domain expertise, strong program and project management leadership, and the ability to adapt best practices to the operational realities, scale, and capacity of a U.S. territory Medicaid agency. As an MPG Manager focusing on MES, you will lead efforts to standardize and strengthen PgMO processes across MES initiatives, with particular emphasis on Eligibility and Enrollment systems, system integration, and federal compliance. You will leverage your knowledge of Medicaid policy, systems implementation, and the vendor marketplace to help the American Samoa Medicaid agency advance modernization efforts that improve program sustainability, operational effectiveness, and beneficiary outcomes. Success in this role requires adaptability to shifting priorities, a culturally responsive and collaborative mindset, and strong active listening skills to understand client needs and deliver thoughtful, right-sized solutions. Travel Expectations: This role may require travel up to 25% to support client meetings, planning sessions, and key project milestones in American Samoa.

Requirements

  • Bachelor’s degree required (four years of applicable experience may be substituted in lieu of a degree).
  • Minimum of 6 years of experience supporting systems implementation projects in a PgMO or project management capacity.
  • Minimum of 4 years of experience supporting a State or Territorial Medicaid Enterprise System (MES) in a PgMO or project management role.
  • Experience working within a Program and/or Project Management Office supporting a Medicaid agency.
  • Demonstrated ability to design and implement program and project management governance structures.
  • Strong knowledge of and experience with: Medicaid Management Information Systems (MMIS) Eligibility and Enrollment systems Other applicable HHS or Medicaid-related solutions
  • Proven ability to adapt to shifting priorities and evolving client needs in a fast-paced environment.
  • A collaborative, team-oriented approach and the ability to work effectively with cross-functional stakeholders and vendor partners.
  • Strong active listening skills, with the ability to understand client and team needs, respond with empathy, and incorporate feedback constructively.
  • Ability to manage multiple concurrent workstreams, often with limited notice, while maintaining high-quality standards and meeting critical deadlines.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft desktop applications and document repositories such as MS SharePoint.

Responsibilities

  • Support the maturation and standardization of PgMO and project management processes across American Samoa’s Medicaid Enterprise Systems.
  • Lead and contribute to the development of key MES deliverables and artifacts, including: MES IT road-maps/strategic plans MES governance frameworks Program and project metrics and reporting tools
  • Communicate project status, risks, and recommendations clearly and effectively to client leadership, BerryDunn team members, and other stakeholders, including facilitating and leading client meetings.
  • Provide oversight, facilitation, tracking, and management of select MES module implementations, with a primary focus on Eligibility and Enrollment and related system dependencies.
  • Serve as a subject matter expert in member eligibility and enrollment, advising on the impacts of: Federal Medicaid regulations State Plan Amendments (SPAs) Territorial policies and waivers Operational changes and process improvement strategieson proposed or upcoming system changes.
  • Provide systems and implementation expertise, including a strong understanding of the Medicaid vendor marketplace and systems procurement and implementation life-cycles.
  • Deliver subject matter expertise in system integration, with a focus on interfacing with federal data hubs and supporting interoperability across key Medicaid Enterprise Systems, including MMIS and connections to related human services programs (e.g., SNAP, TANF, where applicable).
  • Collaborate closely with client staff, BerryDunn colleagues, and vendor partners to ensure alignment, clear communication, and shared project goals.
  • Lead and project manage Medicaid systems initiatives, including developing high-quality client deliverables such as: Complex analysis and strategy reports Ongoing status and executive reports Data, technical, and systems strategy plans Client-facing presentations and briefings
