About The Position

We are seeking a Senior IT Project Manager with deep experience leading large-scale Medicaid technology implementations, including MMIS modernization, provider management, and enterprise system transformation initiatives. This role requires strong executive communication, vendor coordination, and the ability to drive delivery across complex, multi-stakeholder environments.

Requirements

  • 10+ years of IT Project Management experience
  • 5+ years in Medicaid / Health & Human Services
  • Demonstrated experience with: MMIS or MES modernization
  • Demonstrated experience with: Provider Management / Enrollment systems
  • Demonstrated experience with: Large-scale system transformation programs
  • Experience managing Agile + Waterfall hybrid environments
  • Strong experience with project governance frameworks
  • PMP certification (or equivalent)

Nice To Haves

  • Experience with HR-1 or similar Medicaid eligibility/integration efforts
  • Prior experience with State DSS / Medicaid agencies
  • Experience working alongside: System Integrators (SI)
  • Experience working alongside: PMO / IV&V vendors
  • Strong executive presence: Steering committee presentations
  • Strong executive presence: Risk escalation and mitigation leadership
  • Experience mentoring or transitioning work to State teams

Responsibilities

  • Lead end-to-end delivery of enterprise Medicaid IT initiatives (MMIS, Provider Enrollment, HR-1, etc.)
  • Drive project governance, risk management, and executive reporting
  • Coordinate across State stakeholders, vendors, and development teams
  • Translate business needs into actionable delivery plans and technical direction
  • Oversee requirements, testing, and implementation readiness
  • Ensure projects are delivered on time, on budget, and aligned to State objectives
  • Mentor State staff and support knowledge transfer/sustainability
