About The Position

This position is responsible for functions related to analysis and information management for the Division of Health Care Financing, requiring considerable judgment and specialized knowledge of the health and utilization management data, eligibility and claims data systems, and multiple Medicaid programs and policies. Upon findings in analysis, makes recommendations, which lead to new or improved policy and planning decisions, projects, and programs. This position manages low to high-level projects, studies, and coordinates with staff and other Department of Health Divisions. Projects include collaboration on reporting efforts and projects with the Director's Unit for Policy Research and Evaluation (DUPRE) and the Business Operations Unit. This position serves as a resource and consultant of Medicaid data, which includes reviewing and validating other programs or vendors' efforts relating to data and data extraction. The Medicaid Data and Reporting Analyst must be able to apply judgment concerning communications and confidentiality. This position requires beginner or intermediate-level proficiency in the use of standard desktop applications and Google applications (mail, calendar, sites, docs) used by the State of Wyoming.

Requirements

  • Oral and written communication skills to communicate with a broad range of audiences, including administrators, legislators, contractors, and staff.
  • Ability to organize diverse tasks and requests.
  • Knowledge of effective time management methodologies and approaches.
  • Knowledge of system or process assessments or improvement.
  • Knowledge and effective use of Microsoft Office, including Word, Excel, and PowerPoint, Google Mail, Google Calendar, and Google Sites.

Nice To Haves

  • Bachelor's Degree in information technology, business administration, public administration, healthcare administration, computer science, or a similar field with demonstrated knowledge and experience using related ad-hoc reporting, dashboarding, or statistical tools.
  • Experience and expertise with data and reporting tools, such as IBM Cognos, Tableau, and RStudio.

Responsibilities

  • Respond to requests for data by determining users' needs, collecting, organizing, and analyzing data, and providing accurate and complete reports.
  • Analyze, collect, classify, manipulate, store, retrieve, move, and disseminate information for the Wyoming Medicaid program, Division of Healthcare Financing.
  • Extract and manipulate data using approved Agency business intelligence tools by developing large and complex queries.
  • Identify trends and changes.
  • Performs checks and audits of various data sources to ensure data is accurate and complete.
  • Produces standard periodic reports to meet users' needs.
  • Perform user acceptance testing on vendor-created reports and assist other analysts with validating their reports.
  • Serves as an internal resource and consultant on Medicaid health data, including and validating program efforts relating to data and data extraction.
  • Develops an understanding of performance metrics, designs reports, and performs analysis to track and evaluate the effectiveness of process changes.
  • Communicate with many levels of the organization, verbally encouraging teamwork and collaboration, as well as in written format with reports and summaries.
  • Meet assignment timelines and due dates.
  • Prioritize and manage assignment workload based on users' needs and leadership guidance.
  • Attend data management and reporting-specific trainings or conferences.
  • Undertake special projects and studies relating to healthcare and the provision of services.
  • Responsible for providing project coordination, support, and assistance in all aspects of simple to somewhat complex projects.
  • Assists in the design, sampling, and implementation of special review programs.
  • Coordinates internal plan audits for compliance to both state and federal guidelines, project outcomes, and trends, making recommendations on related programs
  • Develop reporting requirements and criteria.
  • Determines program effectiveness in achieving goals and objectives by assisting with HealthStat and other performance improvement activities.
  • Develops and implements communication tools for new and related providers, recipients, and other outside agencies.
  • Evaluates budget impact.
  • Tracks and submits review findings and ensures that outcomes are accurate and timely.
  • Work with and train other analysts to perform a variety of ad-hoc analysis and reports as requested.
