About The Position

We currently have one vacancy for a Mechanical Technician. The level will depend on qualifications. Mechanical Technician I: $82,284 - $106,970 Annually Mechanical Technician II: $90,717 - $117,933 Annually Under general supervision of the Mechanical Technician Supervisor, performs preventative and predictive maintenance duties including maintenance overhauls, major repairs, modifications, and rebuilds to mechanical, pneumatic, and electro-mechanical equipment; assists in planning and scheduling in-house special projects; administers outside services contracts; and performs other related duties as assigned. Positions in this class series are flexibly staffed and are normally filled by advancement from lower class levels once required Mechanical Technologist Certifications issued by the California Water Environment Authority (CWEA) are obtained, experience requirements are met, and the employee demonstrates competence in the maintenance, repair and installation duties as deemed appropriate by the Technical Services Manager. Mechanical Technician I is the apprentice level in the Mechanical Technician class series. Employees in this classification learn and perform basic maintenance, repair and installation of equipment and mechanical components at Encina’s wastewater plants, lift stations, and pump stations. Employees must successfully obtain a CWEA Mechanical Technologist Grade 1 certification within 12 months of appointment to this position. Mechanical Technician II is the journey level in the class series. Duties require greater knowledge of the maintenance, repair and installation of equipment and mechanical components used in Encina’s plants, facilities and treatment systems. Employees have demonstrated the proficiency to troubleshoot and perform such duties with less direct supervision. Employees must successfully obtain a CWEA Mechanical Technologist Grade 2 certification within 24 months of appointment to this position.

Requirements

  • Graduation from high school or equivalent.
  • One year of progressively responsible experience in the maintenance, repair, rebuild and service of equipment found in the wastewater industry (for Mechanical Technician I).
  • Two years of experience in mechanical maintenance as a Mechanical Technologist Grade 1 in a wastewater facility (for Mechanical Technician II).
  • CWEA Mechanical Technologist Certification, Grade 1 within 12 months of hire or appointment (for Mechanical Technician I).
  • CWEA Mechanical Technologist Certification, Grade 2 within 24 months of hire or appointment (for Mechanical Technician II).
  • Industrial machining (Milwright) Level 1- or seven-years’ industry experience (for Mechanical Technician II).
  • Possession of a valid California Class C Driver’s License and the ability to maintain insurability under Encina’s vehicle insurance program or the ability to travel to other locations may be required in some assignments.
  • Regularly required to walk; use hands to finger, handle, feel or operate objects, tools, or controls; reach and lift with hands or arms; communicate with others in person, before groups, over the phone and electronically; hear alarms and warning signals; smell; operate a motor vehicle to visit various Encina locations.
  • Frequently required to stand, stoop, and kneel for prolonged periods.
  • Duties may require climbing ladders/scaffolding to work in high, precarious places.
  • Specific vision abilities required by this job include close vision, distance vision, the ability to distinguish colors and shades, depth perception, and the ability to adjust focus.
  • Must regularly lift and move up to 50 pounds.
  • Employees Operator assignments shall maintain physical conditions that allow them to act as Hazardous Materials Technician for HAZMAT emergencies.
  • Employees in this class must adhere to Encina’s Respiratory Protection Policy & Procedures, which requires the use of respirators when conducting specific tasks.

  • Specialized course work in compressor systems, hydraulic theory, drive systems, or pump operation and maintenance is desired.

Responsibilities

  • Repairs, maintains, installs, inspects, troubleshoots, and adjusts a variety of mechanical equipment, machinery and components at treatment facilities including pumps, blowers, compressors, scrapers; hydraulic controls; belt presses, HVAC systems, collectors, gear boxes, belt, chain, and screw conveyors; diesel engines and related co-generation equipment.
  • From work orders, drawings, specifications, schematics, sketches, and verbal instructions, performs mechanical maintenance, repairs, and rebuilding of shop, field, and plant equipment used in wastewater plants, pump stations, and collection systems; assists with pipe systems maintenance and repair.
  • Performs regularly scheduled maintenance, inspection, and repair tasks on mechanical devices; assists with overhauls on plant equipment; performs close tolerance checking and testing; services, lubricates, and adjusts chemical feed and processing equipment following preventive and predictive maintenance practices.
  • Uses hand and power tools including grinders, saws, jacks, hydraulic presses and pullers, and pipe threaders; inspects, tests, and measures equipment and material using precision instruments such as scales, height and depth gauges, calipers, verniers, and micrometers of various types.
  • Prepares and paints plant equipment, pipes, tanks, and structures.
  • Fabricates, assembles and repairs a variety of equipment, specialty tools, parts and fittings based on drawings, specifications, sketches, work orders, verbal instructions, or personal visual inspection.
  • Utilizes a computer and maintains CMMS management tasks, and operational records, prepares reports, makes technical recommendations, and resolves action items as directed.
  • Prepares purchase requests for parts and materials; contacts vendors for pricing of specialized parts and services; maintains inventory for parts and equipment utilized.
  • Responds to emergency situations as necessary, including after normal business hours, weekends, and holidays.
  • Operates Encina vehicles in accordance with the Encina Vehicle Use Policy; operates forklifts, utility carts, scissor lifts, aerial lifts, dump trucks, semi-tractors with trailers and other such equipment within Encina-operated facilities; operates cranes as licensed.
  • Follows proper safety practices, precautions, and procedures, such as storing, handling, and transporting gases, using correct lockout and tagout procedures, using flash protection when welding, and assisting in using safe rigging and welding practices; ensures safety equipment is in sound working condition; participates in Encina safety training.
  • Advises, assists, supports, and interacts with other Encina departments and divisions as appropriate.
  • Interfaces with the public, contractors, consultants, member agencies, and vendors.
  • Participates in the department’s preventive, predictive, corrective and improvement maintenance program; conducts routine lubricant and analysis for machine condition monitoring and to ensure equipment and machinery performance and longevity; uses ultrasonic detection tools to determine leaks.
  • Performs basic to complex maintenance, inspection, and repair tasks on drive components, such as repairing right angle drive gears and overhauling reduction drives, vari-drives, and belt and chain drives.
  • Performs routine to complex maintenance and repair tasks on a wide variety of internal combustion engines; adjusts valves and carburetors; repairs and maintains exhaust systems.
  • Overhauls, maintains, installs, adjusts, inspects, and repairs a variety of hydraulic controls, compressors, and pneumatic tools.
  • Utilizes and maintains a variety of specialized, precision instruments and devices, including vibration analyzers, ultrasonic leak detectors, borescopes, laser alignment devices, micrometers, fan balancing instrument, & anemometer and dial indicators.
  • Maintains, installs, inspects, and repairs piping systems of PVC, black and cast iron, stainless steel, and copper tubing; installs, removes, and repairs larger pipes and valves; modifies existing piping systems and welded steel pipe, such as nozzles and saddles; cuts pipe using saws, pipe cutters, torches, and other tools; taps and threads pipes.
  • Responds to and resolves complex work-related or equipment operating problems and ensures adher­ence to all safe work practices and procedures.
  • Assists in preparing department budgets, maintaining service records, preparing reports, making technical recommendations, and resolving action items as directed.
  • Uses lockout/tagout procedures to block electrical sources; reconnects and operates equipment at panel for maintenance purposes; assists Electrical and Instrument Technicians in larger electrical-related projects.
  • Interfaces with Operations Department to facilitate preventative maintenance and/or corrective work orders, emergency response, and other coordinated departmental services as needed; advises, assists, supports, and interacts with other Encina departments and divisions as appropriate.
  • Assists in training lower-level Maintenance Technicians.
  • Works with contractors and vendors to solve problems regarding installation of new and repair to existing equipment and mechanical systems.
  • Prepares or reviews procedures, programs, logs, charts and reports.
  • Ensures Encina safety policies and procedures are followed and maintained during maintenance or testing.
  • Conducts facility tours and informational presentations.
