About The Position

As a Measurement Analyst Associate, Tech III, you will play a key role in ensuring the accuracy and reliability of custody transfer liquids measurement and inventory data for Phillips 66 assets. You will work as part of the Liquids Measurement Analyst team, using electronic flow measurement systems to analyze and validate ticket data, support inventory reconciliation, oversee laboratory quality and compliance activities, monitor gain/loss performance, resolve customer issues, and support schedulers in managing shipper inventory positions and ticketing processes.

Requirements

  • Associate degree or completion of a Certificate program in a related technical discipline form an accredited post-secondary school or greater
  • One or more years of relevant experience in measurement, midstream operations, inventory reconciliation, accounting support, data analysis, or similar analytical reporting work.
  • Intermediate proficiency in Microsoft Excel, including formulas, multi-sheet workbooks, and complex data analysis.
  • Intermediate proficiency in Microsoft Office applications, including Outlook, Word, Power BI, and PowerPoint.
  • Travel up to 10% annually, including occasional overnight travel.

Nice To Haves

  • Bachelor’s degree in business, mathematics, science, accounting, finance, engineering, information systems, or a related discipline
  • 2 or more years of work experience in natural gas liquids, gas processing, or midstream operations with natural gas or NGL measurement, operational volume reporting, inventory reconciliation, or volume control and scheduling experience.
  • Experience working within a Midstream, Finance, Refining, Commercial, or Operations organization.
  • Knowledge of API, ASTM, and GPA standards.
  • Experience with inventory reconciliation and gain/loss analysis.
  • Experience supporting laboratory quality management programs.
  • Working knowledge of FlowCal, TestIt, LIMS, SCADA, Power BI, Power Automate, and PI systems.
  • Prior NGL / Condensate measurement or industry-related experience.
  • Strong analytical and problem-solving skills.
  • Strong written and verbal communication skills.
  • Ability to collaborate effectively across functions.
  • Detail-oriented, highly organized, and able to prioritize and execute assigned work.
  • Working knowledge of natural sciences, including introductory chemistry and physics.
  • Excellent interpersonal and presentation skills.

Responsibilities

  • Validate liquid measurement volumes, calculations, ticket data, and measurement data integrity.
  • Perform inventory balancing, line fill analysis, month-end close reconciliation, and timely handoff of measurement data to Accounting for allocations, settlement, balancing, and invoicing.
  • Investigate, resolve, and document measurement discrepancies, gain/loss variances, data feeds, and confirm or correct volume information as needed.
  • Monitor material balances and publish gain/loss analyses, investigation results, and other recurring or ad hoc reports to key stakeholders.
  • Review laboratory data, support laboratory quality assurance programs, maintain measurement records, and support audits, inspections, and external documentation requests.
  • Develop and track corrective action plans and performance metrics, including timeliness, accuracy, and management trend indicators.
  • Partner with Operations, Measurement, Scheduling, Accounting, Commercial, Compliance, SCADA, Logistics, and customers to resolve issues.
  • Apply working knowledge of FlowCal and related measurement systems while following company policies, SOX requirements, and applicable industry and regulatory standards.
  • Drive continuous improvement by identifying, recommending, and implementing enhancements to processes, reporting, and analytical workflows.
  • Maintain awareness of technology advancements and industry changes related to NGL and condensate measurement, standards, specifications, and product quality.
