About The Position

This position is open to current DMV employees only. The Virginia Department of Motor Vehicles (DMV) is seeking an EZ Fleet Program Specialist Sr. to join the Motor Carrier Commercial Intrastate Operations (CICO) Division. This senior-level position provides advanced program support and development, compliance oversight, financial reconciliation, and participant guidance for the EZ Fleet programs. The role ensures operational integrity, program adherence, and a high standard of customer service while serving as a subject-matter expert for both internal and external stakeholders. This role requires frequent customer interaction through phone and email to resolve technical issues, support financial reconciliation, and ensure accurate record-keeping. This position handles large volume customers and testing new initiatives. Motor Carrier Services' Commercial Intrastate Operations (CICO) Division administers programs for Heavy Vehicle Use Tax (HVUT), Unified Carrier Registration (UCR), Operating Authority (OA), for-hire registration, and EZ Fleet/EZ REG. The Division ensures compliance with federal and state regulations and supports efficient operations and exceptional customer service to promote safety, consumer protection, and transportation reliability. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Requirements

  • In-depth knowledge of EZ Fleet program policies, procedures, and compliance requirements.
  • Ability to interpret and apply regulations to complex scenarios.
  • Knowledge of customer service best practices, including escalation management and issue resolution frameworks.
  • Customer relationship management skills to build trust, ensure participant satisfaction, and maintain professionalism in high-pressure scenarios.
  • Familiarity with DMV systems, workflows, and documentation standards.
  • Communication skills (verbal and written) to clearly explain policies, provide guidance, and de-escalate challenging situations.
  • Technical troubleshooting skills to assist users with system navigation and resolve operational issues efficiently.
  • Ability to identify patterns and trends in participant inquiries and operational data, and proactively recommend improvements.
  • Ability to balance multiple priorities while maintaining accuracy, responsiveness, and service quality.
  • Experience providing training and giving presentations.
