Material Control & Accountability Program Manager

General Matter•Los Angeles, CA
•$150,000 - $250,000

About The Position

General Matter is hiring a Material Control & Accountability (MC&A) Program Manager to build and lead the program that controls and accounts for special nuclear material received, processed, stored, and transferred at a new U.S. enrichment facility. The role owns MC&A end to end, including measurement and measurement control, item control and physical inventory, material balance closure, regulatory reporting, and audit and inspection response. The program and its procedures will be developed from first principles in coordination with plant engineers, so material accountability is integrated into facility processes and equipment from the start. The manager will define material balance areas and key measurement points, establish accounting systems, and ensure the facility is prepared to receive its first feed material. The role also includes regulatory engagement, collaboration with security and operations, and hiring and developing the MC&A team at operating locations. The position calls for someone comfortable with high-impact, fast-paced, intense projects.

Requirements

  • At least 3 years of MC&A program management experience at a nuclear fuel cycle facility or comparable SNM-licensed site.
  • Evidence of exceptional ability, such as having built or substantially improved an MC&A program, plan, or accounting system.
  • Strong working knowledge of 10 CFR Part 74 and applicable DOE and IAEA safeguards requirements.
  • B.S./B.A. or advanced degree (M.S. or Ph.D.) in science or engineering.
  • Ability to obtain and maintain required security clearance and access authorization, including eligibility for access to NRC Safeguards Information.
  • Strong written and verbal communication skills for preparing regulatory reports and representing the program during audits and inspections.
  • Ability to work extended hours and weekends as necessary.

Nice To Haves

  • Direct experience designing, implementing, or substantially rebuilding an MC&A program.
  • Experience with Category II or Category III MC&A programs (10 CFR Part 74 Subparts C and D), including FNMC plan development.
  • Hands-on experience with NMMSS reporting, nondestructive assay (NDA), and measurement control programs.
  • Completed DOE National Training Center MC&A coursework, active involvement in INMM, or working familiarity with the ANSI N15 series of standards.
  • Experience at an enrichment, fuel fabrication, or DOE/NNSA site, or prior experience as an NRC, DOE, or IAEA safeguards inspector.
  • Experience building or scaling a compliance function in a fast-paced, resource-constrained, or startup environment.
  • Prior supervisory or team-lead experience.

Responsibilities

  • Build the MC&A program, including the Fundamental Nuclear Material Control (FNMC) Plan and implementing procedures, in compliance with 10 CFR Parts 74 and 75 and applicable DOE and IAEA safeguards requirements.
  • Define material balance areas, key measurement points, measurement control programs, and physical inventory programs.
  • Select and implement the nuclear material accounting system and records needed for material balance closure and reporting.
  • Lead nuclear material risk assessments and vulnerability analyses, and identify and mitigate potential threats to material control.
  • Monitor regulatory requirements and advances in MC&A technology and practice, adapting the program as needed.
  • Prepare and submit regulatory reports and documentation, including NMMSS transaction and material balance reporting using DOE/NRC Forms 741 and 742.
  • Represent General Matter in audits, inspections, and regulatory reviews by the NRC, DOE, and IAEA.
  • Develop MC&A content for the facility license application and respond to regulator requests for additional information.
  • Work with engineering teams on plant and equipment design to integrate measurement, sampling, and containment needs.
  • Coordinate with security and operations to align MC&A, physical protection, and operating procedures.
  • Partner with operations, security, and regulatory teams to support safe and compliant handling of nuclear material.
  • Hire and develop the MC&A team at operating locations.
