About The Position

Under general supervision of the City Administrator and Assistant City Administrator, the Marketing & Development Director proactively shapes how the City is experienced, communicated, marketed and developed to enhance economic growth and quality of life in our community. This is a dual-focused position that integrates both economic & community development leadership with provided guidance for the City’s public-facing communication, marketing and brand strategy. They will engage with companies to create a positive business environment conducive to growth and expansion in the City. They will conduct outreach visits, build and maintain ongoing relationships and assist with the completion of economic development and business expansion and retention deals. This position serves as the main point of contact for and liaison between the City and various business organizations and associations along with managing and coordinating the City’s brand, messaging and outreach. This position may require a considerable amount of time in the field carrying out principal responsibilities and out of the area and/or state travel.

Requirements

  • Graduation from a four-year college or university with major coursework in Marketing, Communications, Economic Development, Business, Public Administration, or related field.
  • Three to five years of experience in public sector economic development, marketing, communications, community development or re-development/revitalization is required.
  • Knowledge of principles, procedures, and strategies of economic development within a government environment (i.e., demographic economic trends; growth forecasting; research, data, and trend analysis capabilities as they relate to economic development, etc.).
  • Knowledge of marketing design to effectively communicate our communities brand identity and promote brand awareness through a variety of marketing materials, both print and digital.
  • Knowledge of social media and digital advertising tools, methods, trends and industry standards including Google Analytics, best search engine optimization practices, targeting/retargeting and geotargeting/geofencing campaigns.
  • High-level verbal and written communication skills with strong evidence of public speaking and presentation skills; further ability with public relations and copy writing ability preferred.
  • Strong relationship building and interpersonal skills indicating an ability to communicate effectively with a wide array of constituent groups, providing group facilitation and mediation as necessary across departments and stakeholders.
  • Project and event management experience with an emphasis on an ability to work with high level government officials.
  • Strong organizational skills with an expert ability to multitask and prioritize projects utilizing a high-level of problem solving and decision-making in a fast-paced, fluid environment.
  • Projects and assignments are completed on time while still meeting schedule commitments and other deadlines.
  • Strong ability to conduct themselves in a clear and professional demeanor with a diverse class of people ranging from staff, the public, officials, business owners, developers, etc. in all methods of communication.
  • Ability to work effectively with city policymakers and department directors, including the assessment and resolution of problems and setting of priorities.
  • Ability to analyze data and translate insights into action.
  • Knowledge of legal and ethical considerations related to communications including privacy laws, copyright regulations and government transparency requirements.
  • Produce completed work using Microsoft Word, Excel, PowerPoint, Outlook, etc. at an intermediate to advanced skill level.

  • Economic development certifications preferred.
  • Using Canva, Adobe Creative Cloud, etc. to design government to business print and electronic marketing materials and campaigns for key industry and business stakeholders.
  • Writing profiles, website content, articles, fliers and other publications in a clear and concise style.
  • Strategically deploying content to successfully leverage national, regional and local connections and networks for future growth opportunities.

Responsibilities

  • Serve as the primary staff member charged with positively promoting and advocating for the consistent attraction, retention and expansion of tourism and businesses to Osage Beach to create jobs, improve the local economy, and enhance our community experience for everyone who lives, works and visits.
  • Develop and execute an annual economic development strategic plan, with specific goals, objectives and a detailed budget.
  • Serve as the authority on information, resources, benefits and programs related to development, redevelopment and revitalization in our community.
  • Track, measure and report progress on key economic development and marketing initiatives.
  • Plan, schedule, coordinate and attend special events (Bike Fest, Veteran’s Parade, Jeep Invasion, fishing tournaments, etc.), activities and projects to promote the Lake community.
  • Serve as liaison and partner with various business owners, associations and organizations including but not limited to: The Lake Area Chambers, Lake of the Ozarks Regional Economic Development Council (LOREDC), Council of Local Governments, Convention and Visitor’s Bureau (CVB), Missouri Economic Development Council Missouri Department of Economic Development (DED) Local schools and other boards/commissions/committees as assigned.
  • Familiarize public officials, retailers, developers, community groups, the public and others with the methods and orientation of development efforts while engaging with them in a professional manner to promote local and regional public-private partnerships and diversity.
  • Continually build relationships with critical team players to assist current and incoming businesses and developments with their individual challenges and barriers to growth.
  • Maintain market and community data to report statistics such as economic analysis, market trends, available vacant spaces, business expansions, job creation, new businesses, income information, traffic counts, available utilities, etc.
  • Prepare and manage budgets for marketing, communications and economic development programs as well as monitor expenditures and ensure purchasing policy compliance.
  • Oversee the Public Information Officer position and collaborate to set the overall marketing, communications and community development strategy for the City.
  • Coordinate and direct media relations, press releases, public-facing communication, and high visibility issues and social media strategy.
  • Oversee all digital platforms and content to ensure alignment with branding and communication priorities including content direction, consistency, quality, timeliness and accuracy.
  • Serve as the communications lead during crises or emergency situations, coordinating with administration, public safety and other departments to ensure timely, accurate and accessible public messaging.
  • Establish performance expectations, conduct evaluations and provide professional development opportunities for direct reports.
  • Oversee and provide approval for content calendars, messaging priorities and visual standards.
  • Provide strategic oversight, collaboration and delegation for events and communication duties.
  • Coordinate with the City Attorney to review development agreements and contracts as well as promote tax-incentive programs including but not limited to TIFs, CIDs, TDDs, 353 programs and Chapter 100.
  • Coordinate with the City Planner to find suitable properties and provide leadership in the development and implementation of short- and long-range plans and policies related to business attraction and retention, redevelopment, future development and housing diversity.
  • Update and design a variety of promotional/marketing/outreach materials for the purposes of business development, attraction, and retention.
  • Create marketing presentations, conduct tours, meet new and existing business representatives, and respond to businesses interested in relocating or expanding within the City.
  • Perform other duties as assigned by the City Administrator and Assistant City Administrator.
