It oversees the maintenance and creation of marine infrastructure projects for the state, and assists with negotiating agreements with various entities regarding marine infrastructure, harbor management, port safety, and submerged lands management. This role acts as the primary point of contact for commercial marine infrastructure construction and management, port safety, and harbor management. The position is also responsible for supervising studies, programs, and special projects related to marine infrastructure, marine energy, and related activities, providing direction and consultation. It oversees federal and private projects concerning commercial marine infrastructure, and plans, supervises, reviews, and evaluates all state marine infrastructure-related activities. The role is responsible for the construction, operation, maintenance, and decommissioning of marine-located energy issues, and oversees port safety and harbor management plans and projects. It manages Public Trust resources relative to marine-based activities and oversees all aspects of dredging and dredged material management for the state. A comprehensive database for commercial marine infrastructure activities, including dredging, marine energy projects, navigation, and submerged lands uses, will be developed and maintained. The position coordinates state interests in sediment management, marine infrastructure, marine energy, dredging, and dredged material management and planning, and is responsible for its implementation and management. It assists in formulating legislation for marine infrastructure management, harbor management, port safety, and submerged lands management, and reviews proposed legislation. The role is responsible for the development, management, use, and monitoring of the state's confined aquatic disposal cells, and plans for new long-term dredged material disposal sites. It prepares statements, policies, plans, and regulations for marine infrastructure, port safety, harbor management, and submerged lands management goals. The position is responsible for the planning and long-term assessment of the capacities of state confined aquatic disposal cells and for policy and planning functions associated with marinas, commercial docks, and port facilities. It processes applications for energy and alternative energy activities, providing expert advice and assistance on related federal processes. The role implements and investigates a fitness for purpose program for the state's port and harbor structures. It prepares comprehensive reports on marine infrastructure, dredging, port safety, harbor management, and submerged lands management issues. The position performs complex professional work related to dredging and dredged material management, and develops funding proposals. It serves as a liaison between the agency and federal, state, and other organizations, and prepares and delivers papers at meetings and conferences. The role performs pre- and post-marine investigations of dredging activities and dredged material disposal, and marine investigations of marina and port facility perimeter definitions. It inventories and analyzes marina dockage, including slips, pump out facilities, and boat launch facilities, and is responsible for regulatory programs for recreational boating facilities. The position maintains an inventory of residential docks and researches techniques on the valuation of submerged lands. It manages federal government plans and sales of surplus submerged lands and develops and manages an annual fiscal accounting program for leasing state submerged lands. The role performs harbor infrastructure maintenance needs assessments and conducts compliance inspections. It assists in developing legislation for marine infrastructure, dredging, energy, federal navigation projects, port safety, and marina policies. The position coordinates with state and federal agencies, local NGOs, and the state marine trade association for the Rhode Island clean marina program and is responsible for working waterfront policy developments. It conducts hydrographic and geophysical surveys and integrates GIS data into marine infrastructure development. The role assists in the development of a state artificial reefs program and represents the agency in meetings with environmental agencies. It establishes and supervises the maintenance of essential records and files.
