About The Position

Supports the design, development, and implementation of workforce solutions that enhance how Pilot attracts, develops, mobilizes, and retains talent. Partners with business leaders, HR, and external organizations to identify workforce needs and implement scalable talent initiatives, including talent pipelines, apprenticeship programs, internal career pathways, and workforce development programs. Contributes to workforce planning efforts by leveraging data, market insights, and partnerships to strengthen workforce capability and support business objectives. Manages workforce programs and initiatives, monitors effectiveness, and recommends improvements that drive talent outcomes and operational success.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Education, Workforce Development, or a related field.
  • 5 or more years of experience in workforce development, talent management, human resources, talent acquisition, learning and development, or a related discipline.
  • Experience designing, implementing, and managing workforce or talent development programs.
  • Demonstrated ability to partner with business leaders, HR teams, and external organizations to address workforce needs.
  • Experience managing projects with multiple stakeholders and competing priorities.
  • Strong analytical skills with experience using data and metrics to evaluate program effectiveness and support decision-making.
  • Excellent communication, facilitation, and relationship management skills.
  • Candidates must be legally authorized to work in the United States without employer sponsorship.
  • Knowledge of workforce planning, talent development, talent acquisition, succession planning, and career development practices.
  • Understanding of workforce trends, labor market dynamics, and talent pipeline strategies.
  • Knowledge of apprenticeship, internship, and workforce development program design and administration.
  • Ability to identify workforce challenges and develop practical, scalable solutions.
  • Strong project management and organizational skills.
  • Ability to analyze workforce data, identify trends, and make recommendations for improvement.
  • Effective collaboration and influencing skills with leaders and cross-functional partners.
  • Strong verbal, written, and presentation communication skills.
  • Ability to manage multiple initiatives while meeting deadlines and business objectives.
  • Proficiency with Microsoft Office applications and workforce analytics or HRIS platforms.

  • Experience working with community organizations, educational institutions, workforce boards, or industry partners preferred.

Responsibilities

  • Partner with business leaders and HR teams to identify workforce needs and develop targeted talent solutions.
  • Design, implement, and manage workforce development programs, including apprenticeships, internships, and career pathway initiatives.
  • Support talent pipeline strategies through collaboration with educational institutions, community organizations, and other external partners.
  • Monitor workforce program performance, analyze metrics, and recommend enhancements to improve effectiveness.
  • Collaborate with Talent Acquisition, Learning & Development, and business leaders to align workforce initiatives with organizational goals.
  • Leverage workforce and labor market data to inform program planning and decision-making.
  • Manage relationships with external workforce partners and vendors to support talent development objectives.
  • Ensure successful execution and ongoing management of workforce initiatives while maintaining alignment with business priorities.
