Requirements

  • Bachelor’s Degree or diploma in Business, Information Systems, or related field
  • 7–10+ years of experience in project/portfolio delivery support roles (PMO/Portfolio Analyst/Project Coordinator/Finance Analyst) with increasing responsibility
  • Demonstrated leadership of a small operations team supporting complex, multi-stakeholder initiatives
  • Proven track record implementing KPIs/metrics, governance compliance, and data-driven portfolio decisions

Nice To Haves

  • Professional certifications: PMP or equivalent; Agile/SAFe; ITIL is preferred
  • Experience establishing and operating PMO/TMO services is preferred
  • Experience with large capital projects (> $5M) in a regulated environment is an asset

Responsibilities

  • Own the day-to-day operational mechanisms for BC Ferries’ business transformation portfolio, including project lifecycle and delivery methods.
  • Manage financial tracking and forecasting, purchase orders, requisitions, standardized reporting, tools, and dashboards.
  • Oversee resource and capacity management, and coordinate training, communications, and business readiness activities across initiatives.
  • Lead a team of 6-7 Project Coordinators and PMO Analysts.
  • Collaborate with Finance, Technology, Procurement, and business sponsors to provide accurate and timely information for decision-making.
  • Support enterprise prioritization, reinforce accountability across complex programs, and build transparent management reporting.
  • Establish and operate a standardized project delivery framework, including initiation, governance controls, and phase-gate reviews.
  • Ensure compliance with the established governance framework and champion proportionality and standardization.
  • Manage monthly and quarterly project financial cycles (budget, forecast, actuals, variance analysis).
  • Create and track purchase requisitions and POs, monitor commitments vs. budgets, and reconcile invoices.
  • Surface portfolio-level financial insights and support investment decisioning.
  • Standardize and publish weekly, monthly, and quarterly portfolio reporting (project health, schedule, risk, financials, benefits, dependencies).
  • Create and maintain live dashboards with defined KPIs and metrics.
  • Maintain the resource plan across all projects and initiatives, flagging risks related to demand, allocations, backfill needs, and skills mix.
  • Coordinate onboarding and offboarding of project delivery resources and ensure labor charges align with policy.
  • Serve as the conduit between delivery teams and change practitioners for training, communications, and business readiness plans.
  • Support stakeholders in preparing their teams for go-live and adoption.
  • Support upskilling initiatives for project roles and sponsoring education.
  • Maintain consolidated RAID (Risk, Assumption, Issue, Dependency) and decision logs, ensuring timely escalations and mitigations.
  • Partner with PMs and stakeholders to define and track benefits and outcomes.
  • Lead, coach, and develop a team of Project Coordinators and PMO Analysts, promoting a culture of collaboration, clarity, and service.
  • Build a culture of trust, ownership, transparency, and disciplined execution across silos.
