About The Position

The Manager Training & Compliance is responsible for designing, implementing, and evaluating comprehensive training programs for transit operators, maintenance personnel, and supervisory staff. This role ensures all training meets regulatory requirements and organizational standards, oversees onboarding and certification programs, and leads monthly in-service and safety committee meetings. The position also involves monitoring training effectiveness, leading initiatives to enhance workforce capability and safety awareness, and providing backup classroom instruction. Additionally, the Manager ensures compliance with all applicable transit regulations and safety standards, interprets and communicates regulatory changes, manages compliance programs, and serves as a point of contact for regulatory agencies. The role also focuses on promoting a strong safety culture, identifying and mitigating risks, analyzing incidents, and managing a Drive Cam Program. Leadership responsibilities include mentoring a team, establishing performance expectations, collaborating with other departments, and managing budgets and vendor relationships. The role also involves developing and tracking KPIs, preparing reports for senior leadership, and identifying process improvement opportunities.

Requirements

  • High school diploma required
  • Must be a certified Transportation Safety Institute (TSI) bus operator trainer
  • Must Have MA CDL Class “B” Commercial Driver License w/Passenger and Airbrakes endorsements
  • At least 3 years’ progressive transit experience with commercial class “B” vehicles in a fixed route transit system
  • Knowledgeable with DOT policies, OSHA, NIMS, EPA standards and ADA requirements
  • Experience developing and implementing safety program plans and procedures; conducting investigations, analyzing data, and identifying and recommending corrective action
  • Must maintain confidentiality and safeguarding of sensitive material
  • Conducting oral presentations, relaying technical information in understandable terms
  • Demonstrated ability to work effectively in a diverse workforce
  • Possess a working knowledge of adult education principles and practices
  • Possess the skills necessary to write and express oneself orally in a logical, comprehensive, and intelligent manner, as well as good organizational skills
  • Possess the temperament necessary for maintaining amiable relations with various levels of company personnel
  • Possess a working knowledge of Microsoft Access, Excel, and Word
  • Ability to interpret and explain regulations to others
  • Must have excellent communication skills (written and oral).
  • Excellent time management skills with ability to prioritize.

Responsibilities

  • Partner with the Transportation and Maintenance Departments to identify risks and implement mitigation strategies.
  • Analyze incidents, accidents, and performance data to identify trends and drive improvements.
  • Support corrective action plans and continuous improvement initiatives.
  • Manage a high-quality Drive Cam Program focused on continuous safety improvement, coaching and risk mitigation.
  • Promote safety events, weekly campaigns, location postings, and annual safe operator awards.
  • Lead, mentor, and develop a team of training and compliance professionals.
  • Establish performance expectations and provide ongoing coaching and feedback.
  • Collaborate with operations, HR, and safety teams to align training with operational goals.
  • Manage budgets, vendor relationships, and external training providers.
  • Develop and track key performance indicators (KPIs) related to training effectiveness and compliance.
  • Prepare reports and presentations for senior leadership and regulatory agencies.
  • Identify process improvement opportunities and implement best practices in training and compliance.
