About The Position

At Northrop Grumman, we are seeking a Systems Engineering Manager 2 to join our Electronic Warfare business unit in Rolling Meadows, IL. This is a dual-role position where you will balance functional oversight and management of a Systems Engineering group of 10-15 engineers with performing productive work on programs. Approximately 80% of your time will be dedicated to technical program work, and 20% to functional duties. You will be part of the Systems Engineering Integration & Test (SEIT) team within our Radio Frequency Electronic Warfare (RFEW) organization. This role involves leading a Systems Engineering team with responsibilities in system design, requirements management, verification, and IPT leadership. You will provide day-to-day oversight for programs throughout their engineering lifecycle, including development, integration, production, and sustainment. Your responsibilities will extend to overseeing a team working on various initiatives such as follow-on contracts, new business opportunities, internal R&D, and capital projects. You will guide the team in adhering to standard SEIT processes, overseeing cost, schedule, and technical quality, and conducting functional reviews for major milestone events and proposals. Additionally, you will manage staffing, workload forecasting, employee development, training, performance reviews, and functional management processes. Collaboration with talent acquisition to meet staffing needs and support of initiatives like Model Based System Engineering (MBSE), Product Line Architecture (PLA), and Agile implementation are key. Requirements

Bachelor of Science degree in an engineering / technical discipline with a minimum of 8 years’ experience; OR a Master of Science degree in an engineering / technical discipline with a minimum of 6 years’ experience.
Demonstrated leadership experience and skills with the ability to work effectively in a team environment.
High proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation and monitoring.
U.S. citizen.
Ability to obtain and maintain a Secret Clearance.
Interim Secret Clearance needed prior to start date.

Nice To Haves

Master's degree in a relevant technical or management specialty.
Active Secret / Top Secret Clearance.
Ability to obtain Special Access Program (SAP) clearances.
Background and understanding in various tools and techniques associated with cost / schedule management (especially Earned Value Management).
Management experience leading teams including Systems Engineering, Integration, and Test.
Experience working in a systems engineering, integration, and test environment.
Experience with electronic warfare or related defense systems.
Experience with RF systems.
Experience in all aspects of the engineering process from proposal / requirements analysis through verification testing.
Demonstrated excellence in written and oral communication skills.
Proven success working in an integrated product team environment.
Proficiency in MS Project, MS Office, MATLAB, Simulink, Cameo, Model Based System Engineering (MBSE), and Agile techniques.

Responsibilities

Manage employee training and identification of required skills.
Manage and execute employee performance review processes.
Leadership and execution for a multitude of functional management processes.
Collaborate with talent acquisition team to meet staffing commitments.
Support initiatives such as Model Based System Engineering (MBSE), Product Line Architecture (PLA), and Agile implementation.
Mentor junior and senior level engineers.
Directly contribute to challenging development programs.
