Reporting to the Director of Operations, the Manager, Provincial Programs is responsible for the leadership, design, implementation, and ongoing oversight of NLHS/Medavie NL provincial programs within the Operations Division. This role ensures effective delivery and continuous improvement of key portfolios, including Emergency Preparedness, Medical First Response, Public Access Defibrillation, special event coordination, and future provincial initiatives. The Manager provides strategic and operational leadership to the provincial programs team, ensuring programs remain responsive to frontline EMS needs while advancing system performance, patient care, and community impact. This position works closely with internal departments and external partners, including NLHS, Health and Community Services, municipalities, and allied agencies. The role is accountable for driving innovation and program growth, enhancing access to care, improving employee and patient safety, and optimizing system efficiency. Decisions are guided by organizational strategy, professional standards, policies, and government/contractual requirements.

Requirements

  • Maintains a valid paramedic registration and medical certification
  • NLPR Approved paramedic training program
  • Valid Newfoundland and Labrador Motor Vehicle Class 4 Drivers License

  • ACP level will be considered an asset.
  • Experience or education (e.g ICS) in Emergency Management planning considered an asset
  • Experience or education in public access defibrillation (PAD) considered an asset
  • Experience or education in medical first responders programs considered an asset
  • Experience or education in planning for large scale events considered an asset
  • Experience or education in project management considered an asset

Responsibilities

  • Lead the design, implementation, and continuous improvement of provincial programs, including Medical First Response, Public Defibrillator initiatives, and the All Hazards Plan
  • Develop and oversee operational standards, policies, and system-wide initiatives aligned with organizational strategy and partner expectations
  • Provide leadership and management to operations teams, including workforce supervision, recruitment, performance management, and fostering a culture of safety and engagement
  • Build and maintain strong stakeholder relationships, acting as a key liaison with healthcare partners, municipalities, and external agencies
  • Oversee strategic planning and overall program performance, including budget accountability, risk management, quality improvement, and operational decision-making
