About The Position

Under the direction of the Director of Customer Services, this position manages and administers the operations of the Permits Division. It involves supervising support staff in the review and approval of plans related to underground utility installation, construction by other governmental units, permit paving plans, and drainage. The role also includes processing permit applications, calculating fees, assigning and monitoring work, inspecting construction sites, soils, and materials, and overseeing record maintenance and report preparation. The position monitors safety procedures, manages division operations, and prepares budget recommendations. Additionally, it acts as the agency liaison with railroad companies and makes decisions with limited guidance from supervision. The role requires performing duties professionally and courteously to promote a positive image of the Road Commission for Oakland County, adhering to RCOC hours of operations, and maintaining regular and predictable onsite job attendance.

Requirements

  • A bachelor’s degree from an accredited college or university in civil engineering or related field.
  • A minimum of five years of full time progressively more responsible road design and construction experience.
  • Ability to use job related personal computer programs, software and information processing systems.
  • Professional Engineer registered to practice in the State of Michigan.
  • Must possess and maintain a valid State of Michigan Driver’s License.
  • Must be legally eligible to work in the United States.
  • Possess a valid Driver's License.

Responsibilities

  • Manages and administers the operations of the Permits Division.
  • Supervises the work activities of support staff in the review and approval of plans, relative to underground utility installation; construction to be done by other governmental units; permit paving plans; drainage, etc.
  • Processes permit applications & calculates application and other related fees.
  • Assigns work assignments and monitors all work activities.
  • Inspects construction sites, soils, materials to be used and other specifications.
  • Oversees the accurate maintenance of division records; prepares related reports.
  • Monitors safety procedures in accordance with RCOC standards.
  • Manages division operations and prepares division budget recommendations.
  • Acts as the agency liaison with railroad companies.
  • Makes decisions frequently restricted only by board policy with little guidance from supervision.
  • Performs duties in a professional and courteous manner to promote a positive image of the Road Commission for Oakland County.
  • Requires a daily schedule that supports RCOC hours of operations.
  • Regular and predictable onsite job attendance is an essential function of this position.
