About The Position

Join East Coast Credit Union, Nova Scotia's largest credit union, as the Manager, People Operations & Total Rewards. The role reports to the Senior Manager, People & Culture and is responsible for leading People & Culture operations, including payroll governance, HR systems, total rewards, workforce analytics, occupational health and safety, wellness, compliance, and employee support. The Manager will drive operational excellence, utilize data and technology for process improvement, and ensure an exceptional employee experience aligned with organizational goals.

Requirements

  • A Bachelor’s degree in Human Resources, Business Administration, Commerce, or a related field with a Certified Professional in Human Resources (CPHR) designation.
  • A minimum of five years of relevant experience including significant responsibility for HR operations, payroll, total rewards, HR systems, compliance, and workforce reporting., preferably within the banking industry, or an equivalent combination of training and experience.
  • An experienced Human Resources leader with progressive leadership experience in HR operations, including leading teams and driving continuous improvement initiatives.
  • Experienced in compensation, total rewards, benefits administration, payroll governance, and HR operational processes.
  • Skilled in overseeing HRIS platforms, workforce analytics, reporting, data governance, and technology-enabled process improvements.
  • Knowledgeable in employment legislation, payroll regulations, Occupational Health & Safety requirements, and HR best practices.

Responsibilities

  • Lead the delivery, governance, and continuous improvement of People & Culture operational services.
  • Establish service standards, operational processes, performance metrics, and service delivery expectations.
  • Provide leadership, coaching, and guidance to operational team members.
  • Manage vendor relationships and service agreements to ensure effective service delivery.
  • Identify and implement process improvements that enhance efficiency, accuracy, and employee experience.
  • Lead the organization's compensation programs, including salary administration, market benchmarking, salary structures, and annual compensation reviews. Conduct comprehensive compensation assessments at least every three years to ensure market competitiveness, internal equity, and alignment with organizational objectives, partnering with external compensation consultants as required.
  • Design, implement, and continuously enhance total rewards programs that support the organization's talent strategy, strengthen employee engagement, and drive attraction, retention, and organizational performance.
  • Oversee payroll operations, ensuring accuracy, compliance, governance, and effective controls and audit standards. Partner with Finance on payroll reconciliations, reporting, and year-end activities.
  • Provide leadership and oversight for benefits, pension, and leave programs, including vendor relationships, program administration, governance, and complex issue resolution.
  • Oversee disability management, employee accommodation, and return-to-work programs.
  • Provide leadership and oversight for Occupational Health & Safety programs and regulatory compliance.
  • Support Joint Health and Safety Committee activities, safety initiatives, and workplace incident management.
  • Lead governance, optimization, and strategic management of Human Resources Information Systems (HRIS).
  • Establish data governance standards, security protocols, and system controls.
  • Coordinate audits, regulatory reporting, and compliance reviews.
  • Monitor legislative developments and recommend policy or program changes as required.
  • Maintain strong relationships with external partners and vendors and establish key partnerships, both internally and externally to drive new ideas, pilot programs, and innovative initiatives.
