About The Position

The Manager of Residential Operations is responsible for the effective day-to-day operation and coordination of services within AccessPoint RI’s Residential Program, including 24-hour licensed group residences, supported independent living arrangements, and in-home/community-based supports. This position provides leadership and supervision to Residential Managers, promotes consistent and high-quality services for individuals supported, and ensures compliance with organizational policies, regulatory requirements, health and safety standards, staffing expectations, and program budgets. The Manager of Residential Operations works collaboratively with senior leadership, Human Resources, Finance, Clinical Services, the Rhode Island Division of Developmental Disabilities (DDD/BHDDH), individuals supported, families, guardians, and other community partners.

Requirements

  • Bachelor’s degree from an accredited college or university required.
  • Minimum of five years of experience supporting individuals with intellectual and/or developmental disabilities.
  • Minimum of five years of supervisory or management experience.
  • Experience overseeing residential, community-based, or human services programs strongly preferred.
  • Knowledge of Rhode Island developmental disability services and BHDDH/DDD requirements preferred.
  • Valid driver's license and an acceptable driving record.
  • Reliable access to an insured automobile for business-related travel.
  • Willingness and ability to successfully complete required training, including CPR/First Aid and approved behavior management training.
  • Strong leadership, supervision, coaching, and staff development skills.
  • Ability to manage multiple residential programs, competing priorities, and operational deadlines.
  • Strong written and verbal communication skills.

  • Ability to maintain confidentiality and exercise discretion when handling sensitive employee and individual information.
  • Ability to use electronic documentation, payroll, scheduling, billing, and related information systems.

Responsibilities

  • Demonstrate and support the mission, values, and standards of AccessPoint RI.
  • Model courtesy, cooperation, fairness, honesty, accountability, and objectivity in interactions with individuals supported, employees, families, and community partners.
  • Provide regular supervision and support to Residential Managers, including conducting individual supervision meetings at least twice per month or more frequently as needed, completing monthly updates and monitoring performance, goals, and areas requiring follow-up, providing coaching, feedback, and professional development, and promoting accountability and consistent management practices throughout the Residential Program.
  • Ensure Residential Managers, Assistant Managers, and Direct Support Professionals provide consistent, person-centered, high-quality services to individuals supported and their families.
  • Conduct regular meetings with Residential Managers and other appropriate professionals to review program operations, staffing, individual needs, regulatory updates, and organizational priorities.
  • Maintain appropriate agendas, documentation, and follow-up from management meetings.
  • Provide or coordinate training for Residential Management staff based on operational needs, regulatory requirements, and identified performance trends.
  • Coordinate the daily operations of the Residential Program and assist leadership with short- and long-term program planning.
  • Routinely visit residential locations to monitor program quality, health and safety, staffing, environmental conditions, and services provided.
  • Conduct operational assessments of residential locations, including review of cleanliness and maintenance, supplies and household needs, staff interactions and service delivery, individual health and safety, required documentation, and overall program operations.
  • Ensure appropriate corrective action and follow-up when concerns are identified.
  • Work collaboratively with other AccessPoint RI departments and program leaders to promote effective communication and coordinated services for individuals supported.
  • Serve as a primary operational point of contact during residential intake and transition processes to ensure information is communicated effectively to all appropriate team members.
  • Work with Clinical Supervisors and other clinical professionals to ensure required documentation, programming, staff training, and individual support needs are appropriately addressed.
  • Ensure appropriate oversight of residential vehicles, vehicle documentation, maintenance requirements, and related operational procedures.
  • Maintain working knowledge of applicable State and Federal regulations governing residential services for individuals with intellectual and developmental disabilities.
  • Maintain appropriate communication with the Division of Developmental Disabilities (DDD/BHDDH) regarding residential program operations and service requirements.
  • Ensure Individual Support Plans/Individual Plans, required reports, and other documentation submitted to BHDDH, Social Security, the Department of Human Services, and other applicable agencies are accurate, complete, and submitted within required deadlines.
  • Participate in licensing surveys, Fire Marshal inspections, and other regulatory reviews as assigned.
  • Ensure identified deficiencies are addressed promptly, corrective actions are implemented, and appropriate staff training is completed.
  • Review and communicate relevant updates from DDD/BHDDH, DHS, Social Security, AccessPoint RI, and other applicable agencies to Residential Management staff.
  • Maintain regular communication with Human Resources regarding staffing, recruitment, employee relations, training, performance management, disciplinary matters, leave issues, and union-related matters.
  • Monitor staffing needs and identify vacancies within the Residential Program.
  • Work with Human Resources and senior leadership to recommend approval of open positions, interview qualified management candidates, provide hiring recommendations, and support onboarding and training of newly hired Residential Management staff.
  • Ensure appropriate follow-up with managers regarding applicants and staffing needs.
  • Monitor residential schedules and staffing patterns to promote adequate coverage while controlling unnecessary overtime.
  • Review and approve or deny overtime requests in accordance with organizational policies and operational needs.
  • Maintain appropriate documentation supporting overtime approvals.
  • Review and authorize timesheets and payroll-related information as assigned.
  • Review mileage documentation, phone records, and other operational documentation related to the Residential Program as necessary.
  • Assist with forecasting Residential Program budgets and monitoring program expenditures.
  • Ensure residential locations operate within approved budgets and immediately identify significant variances or concerns.
  • Meet regularly with Finance leadership to review residential financial performance, billing, authorizations, and areas requiring follow-up.
  • Monitor residential service authorizations and purchase orders within Gainwell to ensure authorizations remain current and sufficient to support services provided.
  • Confirming residential authorizations are accurately reflected in Gainwell.
  • Reviewing authorizations at least twice monthly to identify balances that may be depleted before the authorization period ends.
  • Coordinating corrections or resubmissions when authorization or purchase order issues are identified.
  • Updating authorizations as appropriate for tier changes, supplemental funding, or changes in services.
  • Monitoring timely filing of residential billing, including per diem, CBDS, transportation, and other applicable services.
  • Reviewing Residential Manager billing documentation for completeness and accuracy.
  • Reviewing residential billing against applicable remittance information and identifying discrepancies requiring correction.
  • Maintain positive working relationships with individuals supported, families, guardians, staff, community partners, regulatory agencies, and other stakeholders.
  • Promote timely communication between Residential Management, senior leadership, Human Resources, Finance, Clinical Services, Nursing, and other departments.
  • Communicate operational concerns, significant incidents, staffing challenges, regulatory matters, and other significant program issues to senior leadership in a timely manner.
  • Participate in organizational meetings, committees, and initiatives as assigned.
  • Participate in an on-call rotation and provide evening or weekend coverage when operationally necessary.
  • Respond to urgent residential operational needs and emergencies.
  • Provide direct support to individuals during emergency situations when necessary to ensure health, safety, and continuity of services.
  • Perform other duties consistent with the responsibilities of the position as assigned.
