About The Position

The City of Rochester is seeking a Geographic Information System (GIS) Manager for Rochester Public Utilities (RPU). This is a technical management position responsible for overseeing the enterprise GIS systems, Property Rights, Land Survey, and Drafting functions for RPU’s Electric and Water Utilities. The role involves directing the work of staff and consultants, ensuring the availability and reliability of GIS systems, managing projects and budgets, and staying current with industry trends. Requirements

  • Bachelor's degree in geographic information systems (GIS), geography, planning, civil engineering, computer science or closely related field from an accredited four-year college or university.
  • Three (3) years of progressively increasing geographic information systems experience in an utility, public works, or large organizational environment.
  • Two of the three years must be in a supervisory capacity.
  • Valid driver's license.

Responsibilities

  • Provide supervision to assigned employees, including work direction, coaching, feedback, and performance evaluations.
  • Coordinate GIS staff availability and response support for emergency operations outside normal business hours.
  • Partner with HR to implement effective hiring and selection practices.
  • Ensure accurate maintenance of employee personnel, timekeeping, and training records.
  • Monitor and optimize GIS systems for 24/7/365 availability and reliability.
  • Provide project management for GIS System, database, and network activities, including budget management.
  • Develop QA/QC procedures to ensure GIS database integrity.
  • Evaluate user requests for GIS enhancements, determining scope, costs, timing, and feasibility.
  • Manage and maintain GIS system infrastructure, software, and hardware to meet performance, function, cybersecurity, and data security standards.
  • Develop, maintain, and optimize performance of engineering and operations tools integrated with the GIS system.
  • Keep abreast of current trends in the GIS and utility industry.
  • Develop and maintain documentation of GIS infrastructure and operational procedures.
  • Manage the drone mapping program and related integrations, data, and hardware.
  • Establish priorities, operational standards, and strategic GIS technology initiatives.
  • Manage the acquisition, release, and granting of easements in accordance with RPU policies.
  • Manage the lifecycle of licenses and permits required by other agencies.
  • Maintain accurate service territory records and ensure correct compensation payments.
  • Purchase or dispose of deeded property for RPU business needs.
  • Manage requests for drafting, mapping, and survey services to ensure timely delivery, quality, and data security.
  • Prepare contracts and specifications for contracted services and supervise their delivery.
  • Oversee management and maintenance of record drawings for the organization.
  • Manage and maintain survey equipment and software.
  • Develop and maintain life cycle based plans and budgets for the organizational section.
  • Manage cost center budgets to achieve planned outcomes.
  • Monitor and report measures to verify service level standards and benchmark system performance.
  • Perform other duties as assigned or necessary.
