About The Position

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage. The position is within the Solid Waste Services Department and involves varied work hours, typically Monday to Friday. The work location is the Central Transfer Station. Applicants must be legally authorized to work in the U.S. and the Municipality of Anchorage cannot provide sponsorship. New hires will be placed at the entrance pay step, with advancement based on successive steps. The role involves supervising the Engineering and Planning Division, serving as the Department’s Project Manager for large design and construction projects (over $100 Million) that are controversial and sensitive. It requires significant coordination with various stakeholders, including public advocacy groups, state and federal agencies, and other Municipal departments. The position entails professional engineering and management work, requiring independent judgment and initiative in planning, design, location, construction, and maintenance of Municipal structures associated with solid waste management. It is also responsible for environmental management and regulatory compliance at all active and closed sites. The position exercises supervisory responsibility for four other positions: an Engineer II, Engineering Intern, Engineering Technician I/II, and an Engineering Technician III/IV. Other duties may be assigned.

Requirements

  • A bachelor’s degree from an accredited college or university in Civil Engineering, or a closely related field.
  • Eight (8) years of progressively responsible engineering experience.
  • Two (2) years of which must have been involved in managing the construction of large engineering capital projects.
  • Valid State of Alaska driver's license with satisfactory driving record at time of hire.
  • Registered as a professional engineer in the State of Alaska.

Responsibilities

  • Supervises the activities of the Engineering and Planning Division.
  • Serves as the Department’s Project Manager for large design and construction projects (over $100 Million).
  • Manages highly controversial and sensitive projects environmentally and to the public.
  • Requires significant coordination with stakeholders, public advocacy groups, state and federal agencies, and other Municipal departments.
  • Performs professional engineering and management work requiring considerable independent judgment and initiative toward engineering projects concerned with planning, design, location, construction and maintenance of Municipal structures associated with solid waste management.
  • Responsible for environmental management and regulatory compliance at all of the Department's active and closed sites.
  • Exercises supervisory responsibility for four positions: an Engineer II, Engineering Intern, Engineering Technician I/II and an Engineering Technician III/IV.
  • Perform other duties as assigned.
