About The Position

This position is accountable for providing preliminary and final cost estimates, which are used to set or adjust the program cost, for evaluating low bids against the final cost estimates to determine if the contractor's bids are reasonable, and for analyzing and approving or rejecting agreed unit prices submitted by contractors. This position continuously evaluates costs trends and price fluctuation in the construction industry to improve cost data. The position is also responsible for monitoring the Multi-Year and Annual Programs and revising the Annual Program.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a License Structural Engineer in the state of Illinois.
  • Four years of experience in civil engineering.

  • Ability to plan, organize, and execute administrative or technical program requirements.
  • Skill in the design of highways and structures and reading engineering plans and specifications.
  • Thorough knowledge of modern methods and construction techniques for highway improvements in order to properly prepare cost estimates.
  • Working knowledge of Microsoft Excel and Access software as well as the IDOT Geographical Information System (GIS), Estimating and Program Planning System software.
  • Strong communication skills.

Responsibilities

  • Provides cost estimating expertise to all district bureaus that require a cost foundation to establish programs.
  • Provides final cost estimates for both state and local projects within the district to the central office in a timely manner which are used to determine whether to accept or reject contractors' bids.
  • Reviews for acceptable or rejection of all agreed unit price items for active construction projects.
  • Coordinates with the district Contract Compliance Officer to set Disadvantaged Business Enterprise/Women Business Enterprise (DBE/WBE) percentage goals for construction contracts.
  • Adjusts cost estimates for all projects programmed each fiscal year for the Multi-Year and Annual Programs.
  • Assists with formulating and monitoring the Annual and Multi-Year Programs.
  • Performs duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
