About The Position

Supports the Director by translating strategic direction into operational delivery, ensuring that IGA provides coordinated, high-quality, and timely policy, intergovernmental, and governance support to YG. The Manager plays a key role in advancing YG's rights, interests, and priorities by overseeing policy development, engagement processes, and team performance, while ensuring alignment with the Maa-nulth Final Agreement.

Requirements

  • Bachelor's degree in Public Policy, Public Administration, Political Science, Law, Indigenous Studies, or related field
  • Minimum 5–7 years of progressively responsible experience in policy, intergovernmental affairs, or governance
  • Demonstrated supervisory experience and team leadership
  • Strong working knowledge of treaty implementation, Indigenous governance, and federal/provincial policy environments
  • Excellent written and verbal communication, including briefing notes and policy memos

Nice To Haves

  • Master's degree in Public Policy, Law, or related discipline
  • Direct experience working with or for a Modern Treaty First Nation
  • Experience leading negotiations or co-development processes

Responsibilities

  • Provides strategic analysis and advice to the Director, CAO, and Executives on policy, intergovernmental affairs, and emerging issues.
  • Synthesizes complex information into clear, decision-ready recommendations reflecting YG's rights, jurisdiction, and priorities.
  • Briefs senior leadership on risks, opportunities, and developments.
  • Leads coordination, development, research, and evaluation of internal policies, frameworks, and guidance documents.
  • Oversees development of policy positions on external government initiatives.
  • Supports departments developing YG laws, regulations, and governance tools.
  • Translates external legislative developments into internal governance approaches.
  • Ensures consistency, quality, and strategic alignment across all policy outputs.
  • Ensures alignment between IGA outputs and YG's governance objectives and treaty obligations.
  • Leads or oversees engagement and negotiations with federal, provincial, and local governments and other external partners.
  • Represents YG at external forums, working groups, and intergovernmental tables.
  • Establishes and maintains strong, respectful relationships with government officials.
  • Leads a team of IGA professionals (Analysts and IGA Coordinator) in a manner that supports collaboration, accountability, and high performance.
  • Supervises staff and provides clear direction, coaching, and mentorship.
  • Manages workflows, priorities, and resource allocation.
  • Reviews team outputs to ensure quality and strategic alignment.
