About The Position

The Department of Hospitals and Surgical Health Services establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system.

Requirements

  • University graduation in a related field (public policy, public administration, political science, arts) plus 4 years progressively responsible related experience; or equivalent.
  • Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Nice To Haves

  • Knowledge and/or experience developing and communicating Alberta's positions on FPT health policy issues, including familiarity with federal policy documents such as the Throne Speech, Federal Budget, and reports of inquiry and commissions.
  • Demonstrated experience providing advice and direction on FPT health issues and conflict resolution.
  • Experience in government policy development processes, procedures, and strategic planning, including the impacts of bilateral and multilateral consultation processes.
  • Knowledge of Alberta statutes, key policy papers, Intergovernmental Accords and directives pertaining to intergovernmental issues.
  • Experience with procurement policy or processes within a health or government context.
  • Knowledge of or experience with acute care health system operations or policy.
  • Demonstrated ability to produce analytical written products to executive standard, including briefing notes, policy positions, and ministerial correspondence.
  • Experience monitoring and synthesizing intergovernmental, legislative, or policy developments for senior leadership, including preparation of regular intelligence products or digests.

Responsibilities

  • Supports the ministry’s engagement in federal/provincial/territorial (FPT) health policy development and issues management.
  • Provides strategic policy advice and coordination support to ensure Alberta’s interests are advanced and clearly articulated at national and interjurisdictional tables.
  • Ensures emerging FPT issues are effectively communicated to senior leadership.
  • Coordinates intergovernmental relations activities across the health sector, with a focus on national and international policy dialogue and collaboration.
  • Conducts policy analysis and jurisdictional scans.
  • Monitors interprovincial and international developments.
  • Prepares high quality briefing materials, correspondence, and submissions for Ministers’ and Deputy Ministers’ meetings, teleconferences, and reporting commitments.
  • Supports key FPT and multilateral forums, including Conferences of Health Ministers and Deputy Ministers.
  • Facilitates the coordination of common briefing materials across program areas.
  • Provides expert policy advice to inform strategic decision making and support the development of Alberta’s policy positions on intergovernmental health issues.
  • Assesses interprovincial initiatives, reports, and proposals to ensure alignment with Government of Alberta priorities.
  • Prepares draft positions and recommendations for senior leadership.
  • Collaborates with Executive Council and other ministries on cross cutting and emerging issues as they arise.
  • Ensures the ministry is well positioned to respond to evolving health policy issues at the federal, provincial, territorial, and international levels through proactive monitoring, research, and intelligence gathering.
