Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Senior Policy Advisor. In this position, you will play a key role in advancing regulatory reform and policy initiatives to facilitate timely advancement of needed projects through federal and provincial regulatory processes. This role is responsible for analysis of existing and proposed legislation and requirements, advocating to reduce unnecessary regulatory burden for existing operations, and to support the organization in its readiness to comply with new or changing regulatory requirements. The successful candidate will have experience with regulatory policy and/or government relations in the oil and gas industry and demonstrates high analytical capability and the ability to translate policy/regulatory initiatives into tangible requirements. This role works with most program areas within Trans Mountain, and alongside industry partners and associations to align on key messages for the purpose advocating Trans Mountain's interests on a wide variety of regulatory and policy matters to reduce unnecessary burden and promote transparent and timely requirements.

Requirements

  • Post-secondary education in Legal, Public Policy, Political Science or Economics
  • 10+ years of progressive policy experience, preferably in the energy industry.
  • Direct experience with the regulation in the energy/pipeline industry including a robust knowledge of federal, provincial (Alberta and BC) and US requirements
  • Understanding and interpreting existing legislation and regulatory frameworks and their goals, and experience exploring innovative pathways that achieve those goals while driving process efficiencies
  • Understanding of the rights of Indigenous Peoples in Canada, United Nations Declaration of the Rights of Indigenous Peoples, and how these requirements translate to regulatory expectations and processes
  • Strong ability to work independently to undertake analysis, advance necessary discussions, to facilitate clear, data-driven positions and responses
  • Understanding of risk analysis, and how risks and opportunities drive corporate priorities and advocacy positions
  • Ability to establish strong relationships within and outside of Trans Mountain, for the purpose of advancing outcomes in Trans Mountain's interests
  • A proven track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Advanced communication skills, including the ability to convey information clearly, respectfully, and professionally.
  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.

Responsibilities

  • Monitor legislation, policy changes, court cases and regulatory decisions of relevance to Trans Mountain's business
  • Undertake deep analysis of emerging regulatory proposal/existing regulatory issues and development of strategies and recommendations
  • Proactive communication of analysis, risks and solutions to impacted teams and leadership in the form of briefs, executive-level briefings, presentations, speaking points for senior leadership and external engagement
  • Lead a team of Trans Mountain subject matter experts, facilitating cross-functional discussions to understand issues and advance solutions; compile and submit corporate responses to draft legislation or regulation amendments
  • Work collaboratively with industry peers (pipeline companies, industry associations) for the purpose of alignment in messaging
  • Serve as a trusted internal advisor to business units, project teams, and executives by providing timely guidance on regulatory and policy considerations that may impact capital projects, operations, commercial arrangements, or long-term planning.
  • Contribute to improving internal policy monitoring, issue-management, to enhance efficiency, clarity, and consistency of regulatory requirements.
