About The Position

Contributes to the overall success of the Global Payroll & Time Standards Office, the Manager, Global Payroll Compliance is responsible for establishing, maintaining, and enhancing payroll and time governance, compliance, controls, and documentation standards across Global Payroll and Time operations. The role drives audit readiness, regulatory compliance, risk mitigation, process governance, and operational consistency by developing frameworks, monitoring controls, maintaining documentation standards, and leading compliance-related initiatives across payroll and time processes globally.

Requirements

  • Post-secondary education in Business, Human Resources, Finance, Accounting or a related discipline.
  • 5+ years of payroll, compliance, audit, controls, governance or risk management experience.
  • Strong knowledge of payroll legislation, regulatory requirements, payroll operations, internal controls, process governance and documentation standards.
  • Demonstrated ability to manage audit evidence, remediation plans, internal monitoring activities, executive reporting and cross-functional stakeholder engagement.
  • Strong analytical, problem-solving, project management, change management, communication and relationship management skills.

Nice To Haves

  • Payroll Compliance Practitioner (PCP) designation preferred
  • audit, compliance, risk or governance certifications considered an asset.

Responsibilities

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Establishes, maintains and enhances payroll compliance frameworks, governance processes, documentation standards and control expectations across Global Payroll and Time operations to support operational consistency, audit readiness and regulatory compliance.
  • Leads internal monitoring, control assessments, audit evidence coordination and remediation activities, including the development and maintenance of audit-related documentation, playbooks, handbooks and control repositories.
  • Supports payroll-related class action activities, including remediation payment support, validation, tracking, documentation, stakeholder coordination and payroll compliance guidance.
  • Provides oversight for global payroll and time dashboard governance, including KPI development, reporting standards, data quality, stakeholder input and ongoing enhancement of metrics used to monitor operational risks, trends and performance.
  • Leads documentation governance by defining documentation requirements, maintaining standards, coordinating ownership, overseeing periodic reviews and ensuring payroll procedures remain current, accurate and aligned to control, audit and regulatory expectations.
  • Provides governance and oversight for vacation accrual, forecasting and vacation pay adjustment processes, including standards, reconciliation, validation, documentation, stakeholder coordination and compliance with payroll requirements.
  • Partners with Payroll Operations, HR Operations, Risk & Controls, Audit, Finance, Technology and global stakeholders to provide payroll compliance subject matter expertise, executive-ready reporting and recommendations that strengthen governance, controls and process effectiveness.
  • Provides global oversight, guidance and payroll compliance subject matter expertise to Payroll Operations on a broad range of operational support matters, including but not limited to claims, severance, P&C-related remediation payments, HR regulatory compliance activities, and SOX123 Canadian Payroll audit issue closure support, ensuring appropriate governance, documentation, stakeholder coordination and risk-based follow-up.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
