About The Position

The Manager, Environmental Services (Environmental Construction Management) will lead a team of approximately 8-10 professional staff responsible for delivering environmental requirements and providing owner oversight for major capital transmission projects and across Ontario. This role involves managing a high-performance, collaborative team to ensure projects are completed on time, on budget, and in compliance with environmental regulations, while maintaining social acceptability. The Manager will be responsible for building and managing a team focused on maintaining environmental due diligence during the permitting and construction execution aspects of Hydro One’s largest projects. This will involve, but not be limited to: participating in Environmental Assessments (EA), collaborating with various project team members (including a Project Management Office-Owner’s Engineer (PMO-OE) and Early Contractor Involvement (ECI) model), obtaining or supporting project permits, approvals and registrations, and overseeing environmental compliance inspections and due diligence activities during construction. The position requires strong relationship-building skills to collaborate with internal business units, First Nations Partners and rights-holders, and external stakeholders, including regulators and contractors.

Requirements

  • Bachelor’s degree in Environmental Science, Engineering, Planning, Forestry, or a related field relevant to the utility sector.
  • Minimum 10 years of business experience in an environmental or utility-related field, including robust oversight of environmental, capital project, or operational work.
  • At least 3 years in supervisory or leadership capacity.
  • Experience working on major infrastructure (multi-million dollar) projects.
  • Experience supporting infrastructure design, construction, and operations; electricity industry experience is an asset.
  • Experience collaborating with Indigenous communities and businesses is an asset.

  • Sound knowledge of environmental inspection, project management and construction practices, including budgeting, scheduling, consultant/contractor oversight, environmental construction inspection and workflow tracking.
  • Excellent communication and negotiation skills, with a focus on delivering project requirements aligned with environmental and sustainability standards.
  • Demonstrated ability to plan and execute workflows and programs impacting multiple lines of business.
  • Technical expertise in environmental permits, approvals, compliance and construction for utilities or large-scale infrastructure projects.
  • Solid understanding of environmental legislation, regulations, guidelines, and best practices, with experience interacting with regulatory bodies.
  • Strong organizational skills and ability to manage tight deadlines.
  • Experience managing non conformances to productive resolution.
  • Experience working in a unionized environment is an asset.
  • Related knowledge in Environmental Management Systems, Public Consultation, Climate Change and Sustainability, Construction Specifications, Contract Administration, and Contaminant Management is considered an asset.

Responsibilities

  • Lead and mentor a team of environmental professionals to deliver high-quality environmental services.
  • Provide coaching, guidance, and performance feedback to ensure regulatory compliance and staff development.
  • Oversee environmental requirements for strategic projects, including robust environmental compliance inspections and oversight.
  • Effective communication with internal project delivery team and contractors.
  • Maintaining and managing consistent application and access to various permitting and inspection tracking systems, leveraging web-based tools.
  • Identify opportunities for improved contractual alignment and drive expectations for strong environmental performance from contractors.
  • Support projects through all phases—from planning and mitigation to construction and compliance.
  • Ensure consistency in applying legislation, regulations, and corporate policies.
  • Track deliverables, budgets, and schedules to meet project timelines and financial objectives.
  • Build and maintain relationships with Indigenous communities, regulators, agencies, interest groups, and the public.
  • Represent Hydro One at community meetings, open houses, and regulatory hearings.
  • Monitor and interpret environmental legislation and best practices to identify risks and opportunities.
  • Manage consulting contracts for specialized environmental services.
  • Contribute to policy development, innovation initiatives, and continuous improvement within Environmental Services.
  • Demonstrate visible leadership in maintaining a safe and healthy workplace.
