About The Position

To lead and manage the design, development, implementation, delivery, and measurement of Navy Federal’s enterprise skill and leadership development curricula and programming. This role serves as a strategic portfolio leader, responsible for translating enterprise priorities into a cohesive, outcomes‑driven learning roadmap and ensuring learning investments are focused on the highest‑value initiatives. The manager implements strategy by establishing operational objectives, policies, and plans; setting priorities and sequencing work across multiple learning portfolios; and leveraging deep expertise in organizational and employee development, instructional design, and delivery methods to ensure the delivery of high‑quality, value‑driven learning solutions that support workforce readiness and business outcomes. Requirements

  • Expert knowledge of organizational development, career development activities, adult learning theories, and instructional design and delivery methods
  • Demonstrated enterprise‑level strategic mindset, with the ability to operate beyond individual programs to manage and evolve an integrated learning portfolio
  • Proven experience setting priorities, managing backlogs, and making tradeoff decisions in complex, resource‑constrained environments
  • Ability to develop strategies to address highly complex and sensitive business issues
  • Significant experience supervising, leading, and developing employees
  • Significant experience managing multiple, large‑scale initiatives or portfolios simultaneously
  • Advanced skill resolving conflicting requests and adapting to changing priorities
  • Advanced analytical, problem‑solving, organizational, planning, and time‑management skills
  • Advanced verbal and written communication skills, including the ability to present strategic recommendations clearly and concisely to executive audiences
  • Advanced skill building effective relationships through trust, influence, diplomacy, and organizational savvy
  • Bachelor’s degree in Education, Organizational Development, Human Resources Management, or a related field, or equivalent experience

Responsibilities

  • Lead the execution of a comprehensive, enterprise‑level learning strategy aligned with organizational goals, workforce needs, and long‑term business priorities
  • Own and manage an integrated learning portfolio and backlog, making clear, data‑informed decisions about priorities, tradeoffs, sequencing, and capacity
  • Translate enterprise strategy into clear learning priorities and an executable roadmap, balancing near‑term delivery with long‑term capability building
  • Assess demand, value, and impact across initiatives to recommend what to start, stop, continue, or re‑prioritize
  • Oversee the delivery of learning curricula and programming, while managing vendor partnerships and curating high-quality content, ensuring all learning experiences are accessible, scalable, strategically aligned, and effective for a diverse workforce.
  • Oversee the development and design of leadership and functional training curricula and determine appropriate modality (instructor‑led, webinar, e‑learning, blended, etc.); ensure alignment to Navy Federal’s leadership, performance, and compliance architecture
  • Partner with internal and external subject matter experts to create relevant, business‑aligned, and outcome‑focused learning experiences
  • Develop and manage supervisor‑to‑manager‑level leadership development programs to intentionally build leadership capability and pipeline readiness
  • Support the enterprise performance management process by developing tools and resources that directly enhance employee performance, growth, and effectiveness
  • Establish clear success measures and key performance indicators tied to learning outcomes, business impact, and enterprise value
  • Analyze qualitative and quantitative data to evaluate effectiveness, inform prioritization decisions, and drive continuous improvement
  • Demonstrate the return and value of learning investments, using insights to influence strategy and portfolio decisions
  • Prepare and present concise, executive‑level reporting and recommendations on learning strategy, priorities, risks, and outcomes
  • Build strong relationships with key stakeholders, including executive leaders, business unit learning leaders, and HR business partners
  • Partner with business unit training branches to ensure alignment with enterprise requirements and incorporation of best practices across methodologies, technologies, and adult learning principles
  • Serve as a strategic advisor to business and HR leaders on learning priorities, capability gaps, and development strategies
  • Communicate the strategic value and impact of learning and development initiatives across the organization
  • Perform supervisory and managerial responsibilities
  • Ensure adequate and skilled staffing; recruit and select employees
  • Establish performance goals, priorities, and expectations aligned to portfolio strategy
  • Prepare, conduct, and review performance appraisals
  • Develop, mentor, and counsel staff to build strong strategic and execution capability
  • Partner with executive leadership and division finance teams to develop and manage the annual Learning & Talent Development budget
  • Provide input to and/or prepare budget requirements for the Annual Financial Plan (AFP)
  • Ensure section and branch goals align with division and department strategy
  • Ensure operational efficiency, strong governance, and disciplined execution
  • Stay abreast of and ensure compliance with applicable federal, state, and industry regulations
  • Perform other duties as assigned
