This full-time, on-site position in Ottawa is responsible for the planning, upgrading, integrating, maintaining, and optimizing CHEO's electrical and non-IT communications infrastructure. This includes high and low voltage critical electrical systems, emergency power, lighting, structured cabling, patient entertainment, nurse calls, and monitoring stations. The role ensures infrastructure safety, reliability, compliance, and supports operational readiness and business continuity. The Manager will collaborate with facilities operations, capital projects, and clinical operations teams, acting as an electrical infrastructure subject matter expert (SME) for facilities operations, maintenance, and redevelopment projects.

Requirements

  • Level 1 Criminal Record Check and remain compliant
  • Bachelor’s degree in electrical engineering, Instrumentation, Electronics, or related discipline with seven (7+) years of experience or a Technical Diploma with ten (10+) years of experience in a related discipline
  • Minimum Seven (7+) years of progressive experience in electrical, controls, and low-voltage systems, including three (3+) years in leadership and service contract management
  • Strong knowledge of electrical safety codes, low voltage standards, regulations, sustainability, compliance, and lifecycle renewal planning
  • Proficiency in Microsoft Office, collaboration/project management, and presentation tools
  • Experience in translating, documenting, and presenting complex technical requirements and standard operating procedures
  • Knowledge of HVAC, drives, lighting systems, fire safety, CCTV, access controls, nurse call, structured cabling, and smart building technologies
  • Strong communication, organizational, analytical, and problem-solving skills
  • Ability to stay current with emerging technologies and industry best practices
  • Capable of managing competing priorities and leading through complexity
  • Experience balancing urgent operational needs with long-term strategic planning in a fast-paced environment
  • Highly organized, results-oriented, detail-focused, and able to operate with a strong sense of urgency

Nice To Haves

  • Licensed Professional Engineer (P. Eng), Certified Engineering Technologist (CET), or Project Management Professional (PMP) accreditation
  • Experience in institutional, healthcare, or complex infrastructure
  • Familiarity with cybersecurity, IT/OT convergence practices, and data reporting (Power BI)
  • Bilingualism (English and French)

Responsibilities

  • Oversee compliance of all existing electrical and non-IT communication infrastructure, including distribution, transformers, switchgear, emergency generators, transfer switches, wiring, and distribution panels, structured cabling, monitoring stations, nurse call, access control system, and low-voltage control panels etc., to CSA, Ontario Electrical Safety Code, TSSA, TIA, EIA and all other applicable codes, standards and regulations.
  • Plan and develop a preventative maintenance program including method of procedures (MOPs) for electrical high-voltage and low-voltage electrical and communication systems.
  • Ensure up-to-date as-built drawings, single-line diagrams and schedules for regular and emergency power.
  • Manage system troubleshooting and incident response.
  • Provide technical advice to operations and maintenance teams and external contractors as a subject matter expert (SME), ensuring conformance to relevant codes, standards and regulations.
  • Monitor electrical systems performance and implement corrective actions as needed.
  • Develop technical scope of work and specifications for building electrical infrastructure and communication systems renewal projects.
  • Provide technical advice to projects teams as a subject matter expert (SME), ensuring conformance to relevant codes, standards and regulations.
  • Participate in technical design reviews and ensure compliance with base building standards and integration with existing systems.
  • Oversee integration, commissioning, testing, system handover, and documentation.
  • Collaborate with projects and asset management teams to resolve deficiencies and validate system performance.
  • Support all projects phases from planning through commissioning and close-out.
  • Develop scope of work, participate in vendors technical proposal evaluation, manage services and maintenance contracts, and vendor performance management.
  • Enforce performance specifications and service quality standards with external consultants, contractors and internal maintenance teams.
  • Lead electrical shutdowns from planning to completion, required to perform maintenance and projects related work.
  • Ensure compliance and issues resolution.
  • Coordinate with all relevant interest groups including clinical operations, Information services, occupational safety, infection prevention and control (IPAC) when planning the delivery of maintenance and projects related work.
  • Maintain accurate asset records in CMMS for asset registry and service request tracking.
  • Support lifecycle planning through data-driven insights and performance reporting.
  • Contribute to BI reporting and service workflow enhancements for proactive maintenance.
  • Participate in hiring, supervision, coaching, and conduct performance evaluations for technical staff while fostering a culture of safety, collaboration, and continuous improvement.
  • Promote staff development, compliance readiness, and interdepartmental communication.
  • Foster a collaborative and accountable team culture aligned with CHEO values.
  • Perform work per the Occupational Health and Safety Act and Regulations provisions and all CHEO corporate/departmental policies and procedures related to Occupational Health and Safety.
  • Perform additional duties and responsibilities as required to support departmental goals and business continuity.
  • Participate in an on-call rotation of duties and accommodate flexible work hours, as operation needs arise.
  • Occasional lifting or handling of tools, equipment, or materials weighing up to 50lbs.
