About The Position

The Provincial Bargaining and Compensation Office (PBCO) is responsible for providing a disciplined, collaborative, long term approach to public sector bargaining that achieves settlements that are consistent with the government's fiscal goals. PBCO, through its negotiations, support, research, and analysis functions, provides objective data and analysis that helps support Government's interests as employer and as a funder within the broad public service. PBCO supports the development of bargaining directives on behalf of all major public sectors, including Health, Education, Post-Secondary Institutions, and Alberta Public Service/Agencies. PBCO coordinates strategic actions across sectors and helps its employer partners achieve optimal results in line with government and employer objectives. As a subject matter expert in compensation research and analytics, you will provide critical advice, evidence and data to support internal decision making and support our external stakeholders. You will play a critical role in our mission to become the center of excellence for research and data, in support of directive development and collective bargaining, in the broader Alberta public sector. As the Manager of Compensation Research and Analytics, you will provide expert advice and leadership with respect to the development, improvement and maintenance of a compensation evidence base which will be used to inform bargaining directives as well as support employer partners in bargaining. You will lead a team of talented compensation experts who are responsible for the collection and analysis of compensation data; the production of corresponding analytics and information products; and the provision of objective, subject-matter expert advice covering the broad public sector. You will be supported by, and report to, the Director, Labour Relations Research, Analytics and Compensation.

Requirements

  • A post-secondary degree in a related field such as Human Resources, Business or Statistics.
  • A minimum of 4 years related experience in research or compensation and analytic functions.
  • Agility: Maintains an open perspective to changing priorities, timelines and unexpected and un-planned ad hoc requests from either internal or external partners. Ability to multi-task with sometimes limited direction, while working in a dynamic political environment that requires adaptability and the ability to respond quickly to changing priorities.
  • Drive for Results: Continually exploring opportunities to improve personal performance, as well as Unit products and operating procedures. Strong communication, organization and time management skills are required to lead discussions and facilitate members of committees to reach consensus and resolution, and to manage multiple projects and staff members.
  • Develop Networks: Proactively builds and maintains a network of compensation contacts. The ability to build relationship and networks across sectors will be key. Strong written and presentation skills. Ability to synthesize and communicate complex data and information to a variety of audiences.
  • Creative Problem Solving: Expertly considers, develops and weighs implications of complex and technical compensation situations before proposing solutions. Ability to think strategically and critically on a broad scale in the development and implementation of innovative and feasible solutions.
