About The Position

Children’s Wisconsin is hiring a full-time, salaried, hybrid Manager, Cloud Engineering based in Milwaukee, Wisconsin. The role will establish and grow the organization’s cloud engineering capability, beginning with Microsoft Azure and extending to AWS as organizational priorities develop. This hands-on functional manager will architect and engineer cloud foundations, build infrastructure automation, and establish the team and operating practices needed to deliver and support cloud services. The goal is to provide secure, reliable, recoverable, and financially accountable platforms for clinical, business, and analytics initiatives. The manager will design and build Azure foundations and landing zones, including subscription organization, identity integration, access controls, networking, policy, logging, and resource standards. The position will lead hands-on implementation of infrastructure and services for the analytics environment, including integration with Microsoft Fabric, and work with Analytics, Network Engineering, Information Security, Enterprise Architecture, and other teams to establish connectivity, monitoring, automation, cost controls, production readiness, and support responsibilities. The role will develop reusable infrastructure-as-code modules, deployment pipelines, and configuration automation; establish version control, review, validation, promotion, state management, and secure secret-handling practices; and create repeatable provisioning and change processes. After the initial analytics foundation is established, the manager will plan and lead phased migrations of selected workloads from on-premises data centers, including assessment, engineering, testing, cutover, rollback planning, operational transition, and possible retirement of replaced infrastructure. As a hands-on engineering leader, the manager will build, configure, test, and troubleshoot cloud infrastructure and platform services, taking work from incomplete requirements through design and operational readiness. The position will also establish monitoring, alerting, backup, recovery, patching, incident response, service ownership, support procedures, escalation paths, and recovery testing. The manager will form and develop the engineering team as positions are approved; implement security and governance controls; develop the platform roadmap; and oversee cost estimates, budgets, reporting, optimization, assigned spending, and vendor deliverables within delegated authority.

Requirements

  • Bachelor’s degree in information technology, computer science, engineering, or a related field, or relevant experience.
  • At least 7 years of progressively responsible infrastructure, platform, or cloud engineering experience, including substantial recent hands-on architecture and engineering of production Azure environments.
  • At least 5 years of experience personally taking an enterprise cloud environment from initial design through production operation, with direct responsibility for Azure foundation engineering. Experience must include identity and access integration, network connectivity, governance controls, automated provisioning, monitoring, and operational support where those foundations were not already mature.
  • At least 7 years of substantial hands-on experience building and maintaining infrastructure as code, reusable modules, automated deployment pipelines, and configuration automation. Experience must include authoring and troubleshooting code, version control, review, testing, secure credential handling, and controlled deployment to production.
  • At least 5 years of experience leading technical delivery and mentoring engineers.
  • At least 5 years of experience building and managing engineering teams.
  • Ability to integrate cloud services with enterprise networks and identity systems, diagnose complex failures, and explain design choices, risks, and cost implications.
  • Ability to assume people management responsibilities as staffing grows and collaborate across architecture, security, operations, and workload teams.
  • Demonstrated ability to personally design, implement, troubleshoot, and operate cloud platforms.
  • Proficiency with Terraform or equivalent infrastructure-as-code tooling, GitHub or an equivalent Git-based collaboration and pipeline platform, and Ansible or equivalent configuration automation.
  • Strong working knowledge of Azure resource organization, identity and access, networking, compute, storage, policy, monitoring, and recovery.
  • Ability to turn ambiguous needs into build plans, document decisions, and deliver working services with limited established processes.

Nice To Haves

  • Healthcare experience.
  • Direct use of Terraform, GitHub Actions, and Ansible.
  • AWS engineering experience.
  • Cloud cost management experience.
  • Experience supporting analytics platforms such as Microsoft Fabric.
  • Relevant Azure, AWS, DevOps, or automation certifications.

Responsibilities

  • Design, build, and validate the initial Azure platform and landing zones.
  • Establish subscription organization, identity integration, access controls, networking, policy, logging, and resource standards in partnership with Enterprise Architecture, Information Security, and Infrastructure.
  • Document design decisions, dependencies, and tradeoffs, and implement approved designs through working code.
  • Lead architecture and hands-on implementation of Azure infrastructure and supporting services for the analytics environment, including integration with Microsoft Fabric.
  • Partner with Analytics, Network Engineering, and Information Security to establish private connectivity, identity and access integration, DNS, monitoring, deployment automation, and cost controls.
  • Define support responsibilities and production readiness for development, test, and production environments.
  • Author and maintain reusable infrastructure modules, deployment pipelines, and configuration automation using Terraform, GitHub, Ansible, or equivalent tools.
  • Establish version control, pull request review, automated validation, environment promotion, infrastructure state management, and secure handling of secrets.
  • Create repeatable provisioning and change processes that reduce manual configuration and drift.
  • Develop and execute a phased approach to migrate selected workloads from on-premises data centers to cloud platforms after the analytics foundation is established.
  • Assess workload dependencies, technical suitability, operating costs, security, and recovery requirements with infrastructure and application owners.
  • Lead migration engineering, testing, cutover, rollback planning, and operational transition, including retirement of replaced infrastructure when appropriate.
  • Build, configure, test, and troubleshoot cloud infrastructure and platform services, taking work from incomplete requirements through design, implementation, and operational readiness.
  • Establish engineering patterns and onboarding methods that other teams can use, and remain directly involved in complex engineering and code review as the team grows.
  • Partner with network engineers on private connectivity, routing, DNS, segmentation, and access between Children’s Wisconsin and Azure.
  • Work with application, analytics, and security teams to establish platform requirements, dependencies, and support boundaries.
  • Build monitoring, alerting, backup, recovery, patching, and incident response into platform delivery.
  • Define service ownership, support procedures, escalation paths, and coverage with partner teams before production use.
  • Test restoration and recovery, resolve platform incidents, and address recurring failures through engineering improvements.
  • Develop staffing and skills plans; recruit and onboard engineers as positions are approved.
  • Set expectations, coach staff, evaluate performance, address development needs, and build shared ownership, peer review, and accountability for production outcomes.
  • Implement approved access, encryption, network, logging, and policy controls with Information Security; establish secure deployment defaults, maintain audit evidence, and remediate findings.
  • Align cloud delivery with enterprise ITSM and architecture standards.
  • Develop the platform roadmap and prioritize work based on demand, risk, and capacity.
  • Estimate implementation and consumption costs; establish tagging, budgets, reporting, and optimization.
  • Recommend staffing and investments and manage assigned spending and vendor deliverables within delegated authority.
