  • At least 8 years of progressively responsible cloud/infrastructure engineering or architecture experience, including at least 3 years supporting federal government contracts or programs.
  • At least 4 years of direct technical people management or engineering team leadership, with responsibility for a sizable, multidisciplinary engineering organization.
  • Strong hands-on background designing, integrating, and troubleshooting enterprise AWS and/or Azure cloud solutions, with working knowledge of the other platform.
  • Experience planning and executing complex enterprise infrastructure or application migrations, including discovery, architecture, dependencies, cutover, and risk management.
  • Ability to evaluate and present architectural alternatives and produce high-quality technical solutions, diagrams, implementation plans, and engineering documentation.
  • Experience managing project schedules, resource plans, technical backlogs, delivery risks, and cross-team dependencies using Agile and disciplined project management practices.
  • Working knowledge of cloud networking, identity and access management, infrastructure automation/IaC, DevSecOps, security engineering, and operational handoff.
  • Familiarity with federal cybersecurity and authorization frameworks, including FISMA, NIST RMF, FedRAMP, and ATO processes.
  • Excellent written, verbal, customer-facing, and executive briefing skills, including the ability to lead technical discussions and advise government stakeholders.
  • Current and active Public Trust clearance consistent with existing USCG Cloud Modernization position requirements, and ability to maintain required access.

Nice To Haves

  • Experience supporting DHS, U.S. Coast Guard, DoD, or other large federal civilian IT modernization programs.
  • Experience managing engineering teams of 10 or more and coordinating multiple technical workstreams, vendors, and subcontractor partners.
  • Advanced AWS or Azure architecture certification, such as AWS Solutions Architect Professional or Microsoft Azure Solutions Architect Expert.

Responsibilities

  • Provide direct people leadership, coaching, performance management, staffing, and technical direction for a multidisciplinary engineering team, leading through technical leads and product managers as the organization grows.
  • Own engineering strategy, architecture quality, technical standards, and execution across AWS and Microsoft Azure, including landing zones, cloud infrastructure, networking, ICAM, Windows/Azure Virtual Desktop, and platform modernization.
  • Lead end-to-end cloud migrations, including discovery, dependency analysis, target-state architecture, migration-wave planning, implementation, validation, cutover, and post-migration stabilization while minimizing mission disruption.
  • Participate in architecture and design reviews, challenge assumptions, resolve complex technical issues, and guide teams toward scalable, resilient, cost-conscious solutions.
  • Oversee engineering and implementation of infrastructure as code, automation, cloud-native services, configuration baselines, observability, disaster recovery, and standardized deployment patterns using DevSecOps and Agile practices.
  • Partner with cybersecurity and authorization teams to engineer compliant solutions and produce technical evidence supporting NIST RMF, FISMA, FedRAMP, DoD Impact Level requirements, Zero Trust, and ATO activities.
  • Lead cross-functional planning with Cloud Operations, Cybersecurity, PMO, application owners, and government stakeholders, ensuring designs are supportable and transition cleanly into sustainment.
  • Manage engineering delivery plans, integrated schedules, milestones, dependencies, capacity, estimates, risks, and mitigations; track progress and ensure technical deliverables meet quality, cost, and schedule commitments.
  • Advise Coast Guard and program leadership, clearly communicating architecture options, tradeoffs, decisions, technical risks, and recommendations to technical and nontechnical audiences.
  • Coordinate with AWS Professional Services and other technical partners to align partner work with government priorities and internal engineering plans, provide knowledge transfer, and deliver measurable outcomes.
  • Develop technical talent and succession depth through mentoring, design reviews, skills development, and recruiting; establish clear ownership, accountability, and continuous improvement.
