The Manager, Building and Grounds position is responsible for maintaining all buildings and grounds at The Carter Center through a combination of staff employees and external contractors. The role oversees staff, external contractors, preventive maintenance programs, building systems, grounds services, mailroom operations, safety-related facility needs, and operating and capital budgets for building and grounds. Responsibilities include oversight of building systems, HVAC, electrical and electronic controls, water and sewer systems, elevators, mailroom operations, landscaping, custodial coordination, contractor performance, building-related concerns, and capital maintenance planning. This position is responsible for supervising one landscape crew leader, two (2) maintenance mechanics, mailroom clerk, a monthly volunteer landscaping effort, and oversees an external contractor. The buildings and grounds consist of over 90,000 sq. ft. of buildings located at The Carter Center, the Kirbo Building, and the Highland Building, as well as 35+ acres of grounds. The work is funded from resources made available in the annual operating and capital budgets for the Center. The grounds include manicured lawns, wild spaces, a Japanese garden with two small lakes, a rose garden, an entry garden, acres of mature trees, outdoor artwork, and substantial parking and sidewalks.

Requirements

An associate's degree in industrial management, horticulture, or a related field and eight years of building and grounds maintenance experience which includes two years in a supervisory role OR an equivalent combination of education, training, and experience.
Valid Georgia driver's license and insurable driving record.
Ability to lift 50 pounds and to bend, stoop and twist.

Nice To Haves

Two-year Associate's Degree in industrial engineering, building construction or maintenance management, or equivalent.
Management and contract administration course is desirable.
Ability to work independently with general guidance.
Ability to learn computerized maintenance and inventory management system(s).

Responsibilities

Manages and oversees the operation, maintenance, repair, and long-term upkeep of building systems, grounds, and related services across multiple Carter Center properties.
Coordinates internal staff and external contractors.
Ensures the safe, efficient, and reliable operation of HVAC systems, including air conditioning chilled water system, cooling towers, heating and ventilation systems, electrical and electronic controls, water and sewer systems, building utility equipment, elevator system, mailroom operations, and grounds maintenance.
Responds to workplace safety needs.
Supports preventive maintenance programs.
Ensures work is completed in alignment with organizational standards, safety expectations, regulatory requirements, and available operating and capital resources.
Supervises Maintenance Mechanics, Mail Clerk and Landscape Crew Leader.
Provides oversight, guidance, and training for in-house staff to meet the requirements of those positions and of the Center.
Determines staffing levels and skill sets required for all buildings and grounds staff.
Manages requests from administrators and staff regarding maintenance, repairs, alterations (including painting), installations, material moves, transportation, mail distribution function, and custodial services, etc.
Determines appropriate action and plan, organize and assigns work to responsible staff.
Provides building maintenance information by answering questions and responding to requests.
Ensures operation of equipment by developing and enforcing preventive maintenance and repair programs; establishing repair and installation policies and procedures; troubleshooting malfunctions; coordinating tradespeople; maintaining equipment inventories; evaluating new equipment and techniques; recommending equipment purchases and replacements.
Ensures water chemistry analysis and chemical additions on chiller plant and boilers is performed as appropriate.
Identifies management and employee concerns by surveying environmental, operational, and occupational safety and health conditions; recommends building maintenance programs; schedules and assigns employees; and follows up on work results.
Ensures the ongoing safety and security of all elevators on property.
Follows up on all regulatory recommendations and requirements.
Operates and maintains nine (9) building air handlers at the main campus.
Maintains and troubleshoots 100+ ceiling mounted VAV and TCU boxes along with associated heat components.
Maintains three (3) air handlers and one (1) air cooled roof top chiller at the Kirbo Building.
Maintains individual HVAC systems at the Highland Building office suites.
Operates and maintains the building automated control system that controls the combined Freedom Park and Kirbo Building properties.
Works closely with staff, Atlanta Watershed Management and plumbing contractors to ensure function of all water and drainage systems, including monitoring of individual filter systems at breakroom and water fountain locations.
Assists with catering contractor management of grease trap in commercial kitchen.
Supervises mail clerk in the performance of the standard mail room functions of mail pickup from the U.S. Post Office, coordination of the receipt and delivery of packages through multiple delivery services, and the internal distribution of mail and packages throughout the Center.
Supervises landscape crew leader, a monthly volunteer landscaping effort, and oversees the contractor that provides the majority of the routine landscaping services throughout the year.
Establishes annual and quarterly work plans to be accomplished by the contractor.
Ensures that outsourced performance meets all expectations of a large, public grounds exceeding 35 acres.
Develops multiple maintenance and landscaping operating budgets in excess of a total of $1 million and operate/execute within those budgets.
Plans for and schedule work within available resources.
Develops an annual capital budget for larger, long-lived assets.
Plans projects and estimates costs of work to be done by outside contractors.
Reviews and approves contractual documents for HVAC maintenance, preventive maintenance, repair, etc. as necessary.
Advertises and awards contracts by competitive bid when feasible, or by negotiation when applicable.
Negotiates change orders as appropriate.
Ensures contractor payments and close out of the various contracts.
Ensures continuity of facility contract services from year to year, and between contractors, as necessary.
Troubleshoots electrical and electronic controls on HVAC equipment, including electrical, switching gear, high and low voltage controls and any associated equipment on site, or to be used at additional sites.
Liaison between Contractors, architects, engineers, vendors, department and program heads, and other VIPs.
Serves as primary point of contact and account manager for outsourced services to include, but not limited to, the following: custodial, landscaping, HVAC, plumbing, electrical, architectural, tree care, and hardscaping.
Coordination with internal Events department is of particular importance along with external caterer, janitorial firm, and landscape company.
Will have access to sensitive budget and salary information.
Will have responsibility for valuable equipment.
Responsible for the safe environment of the Carter Center for employees and thousands of visitors annually.
Provides guidance and ensure compliance with all organizational policies and procedures.
May recommend and develop efficient procedures for the implementation of department activities.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies, as necessary.
Provides technical support for operations and maintenance trades and custodial personnel, including training as necessary to maintain current skill levels.
Performs related responsibilities as needed.
