About The Position

The City of Windsor is seeking a Manager, Accounting Services to join their Finance Department. This role reports to the Executive Director of Treasury and Financial Accounting, Deputy Treasurer. The position is responsible for the Corporate Accounts Payable and Accounts Receivable functions, including controls, accounting, policy development, and performance measure reporting. It also involves vendor file management, corporate debt accounting, and lease administration. The Manager will supervise a team of approximately 8 employees and perform related duties as required, including Occupational Health & Safety responsibilities. Requirements

  • Must have a Masters degree in Accounting or Finance or Ontario Ministry of Education equivalency and a minimum of 4 years progressively responsible experience in a computerized accounting environment with direct experience supervising staff.
  • OR Must have a University degree in Accounting or Finance or Ontario Ministry of Education equivalency and a minimum of 6 years progressively responsible experience in a computerized accounting environment with direct experience supervising staff.
  • OR Must have a post secondary school community College diploma in Business Administration (Accounting or Finance) or Ontario Ministry of Education equivalency and over 10 years progressively responsible experience in a computerized accounting environment with direct experience supervising staff.
  • Must have a professional accounting designation (CPA/CA, CPA/CMA, CPA/CGA) or equivalency as recognized by the governing bodies.
  • Must be available to work overtime during peak periods.
  • Must have strong organizational skills.
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.

Nice To Haves

  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.

Responsibilities

  • Manage the Corporate Accounts Payable function, including controls, accounting, and policy development in a decentralized environment.
  • Oversee all aspects of disbursements (excluding payroll) corporate-wide.
  • Manage vendor file administration and balance the accounts payable sub-ledger.
  • Administer corporate leases.
  • Manage corporate debt accounting, including the development and maintenance of a debt management forecast model.
  • Manage the Corporate Accounts Receivable function, including controls, accounting, and policy development in a decentralized billing environment.
  • Control the customer database and balance the accounts receivable sub-ledger.
  • Prepare and review audit working paper files for year-end external audits and specialized financial audits.
  • Develop, implement, and monitor Accounts Payable and Accounts Receivable performance measures reporting.
  • Ensure completion of monthly compliance reviews for corporate business and travel expenses.
  • Responsible for budget development and monitoring for the accounts payable/receivables group.
  • Supervise a staff of approximately 8 employees.
  • Perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • Perform other related duties as required.
