About The Position

The Department of Parks and Recreation is hiring a Management Analyst V at Kapolei Hale. This position performs analyses of department operations to determine the effectiveness of programs and develops work standards to improve efficiency. The role involves conducting studies, preparing reviews, and administering employee and customer surveys to measure program effectiveness, and preparing reports. Actual salary will be commensurate with applicable experience, pending approval.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from an accredited college or university with major work in political science, public or business administration, economics or a related field.
  • Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
  • Four (4) years of general work experience (does not need to be professional level experience) in organizational management may substitute for a general bachelor's degree.
  • Three (3) years of progressively responsible management analysis experience, one of which shall have been representative of the next lower level (Management Analyst IV).
  • Knowledge of public administration, government organization and operations, management principles, applicable laws/rules, research methods, and report writing.
  • Ability to analyze administrative and operational problems, evaluate facts, and develop practical solutions or improvements.
  • Ability to conduct research, gather and evaluate information, identify trends, and apply statistical and analytical methods.
  • Ability to prepare clear, complete, and accurate reports and communicate findings and recommendations effectively, both orally and in writing.
  • Ability to work effectively with others and provide supervision or direction to analysts and other staff as required.

Responsibilities

  • Conduct research and analysis of department operations, develop surveys and other research tools, and coordinate with divisions and other agencies to gather and evaluate information.
  • Develop and coordinate administrative policies, procedures, rules, agreements, contracts, resolutions, and ordinances, including preparing related documents and materials for review and promulgation.
  • Administer department technology and information systems, coordinate technology needs and purchases, and serve as the department’s computer network and security liaison.
  • Prepare organizational, staffing, legislative, and administrative reports, monitor proposed legislation, prepare testimony and updates, and coordinate departmental records retention and public records requests.
  • Coordinate department-wide administrative programs and special assignments, including perquisite housing, emergency or strike operations, and other activities requiring research, coordination, problem-solving, and administrative support.
