About The Position

This position serves as the Telecommunications Officer within the Department of Emergency Management in Honolulu. The role focuses on identifying and meeting operational communication requirements for the department and the City's emergency operations center (EOC). The specialist acts as the subject matter expert on communications systems and plans, managing the City's emergency communications program by collaborating with City agencies and private partners to support reliable voice, data, video, and other emergency communications systems. This includes developing and maintaining components of the City’s Comprehensive Emergency Management Plan related to communication systems, and evaluating and improving these systems by researching emerging technologies, national best practices, and lessons learned from real-world incidents. The specialist will also plan and coordinate telecommunications systems, equipment, and services for both day-to-day and emergency operations, and serve as the technical subject matter expert on emergency alert and warning systems, including the Outdoor Warning Siren System and the Integrated Public Alert and Warning System (IPAWS). Coordination with the Hawaii Emergency Management Agency (HI-EMA) is required for testing, maintenance, system implementation, user access, and regulatory compliance.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from an accredited four-year college or university, or equivalent work experience.
  • Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
  • Four (4) years of general work experience (does not need to be professional level experience) in emergency management may substitute for a general bachelor's degree.
  • Three (3) years of experience in the development and maintenance of plans and procedures for telecommunications operations.
  • Knowledge of communications principles, practices and techniques and their application.
  • Knowledge of amateur radio capability.
  • Knowledge of communications facilities and resources in the community.
  • Knowledge of principles and practices of program planning and emergency management.
  • Knowledge of federal, state and local emergency management laws, rules, regulations.
  • Ability to read, comprehend, interpret, and apply complex laws and regulations, policies, and procedures and determine the potential impact on City policies and procedures, departmental programs and services, and inter-jurisdictional coordination.
  • Ability to analyze and make recommendations on administrative, operational and organizational problems.
  • Ability to develop, coordinate, implement, and evaluate the program.
  • Possession of an appropriate valid driver's license (automobile/Type 3), prior to appointment.
  • Must be fingerprinted as part of the employment suitability review (i.e., background check).
