About The Position

The Management Analyst III serves as the Area’s Business Coordinator and reports directly to the Director of Field Operations (DFO). This position ensures clear communication to Area managers on all business matters; participates in standardization workgroups; and is the Area liaison for HR, IT, Revenue, Facilities Management and Core Services to communicate Area needs. This position provides coordination and reporting to assigned organizational units within and external to the Area including budgetary analysis, financial analysis and assistance in developing contract and lease specifications. This position monitors and analyzes the business activities of the Area in order to identify potential budgetary issues and to ensure regulatory compliance. Participates in the development of standardized operational practices and procedures as assigned by the DFO.

Requirements

  • Knowledge of work simplification methods.
  • Knowledge of methods of general report writing.
  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.
  • Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations.
  • Four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management.

  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing the operations of Fiscal Services. This may include those promulgated by the Area, the Department of Mental Health, the Office of the State Comptroller, the Division of Administration and Finance, the Office of the State Treasurer, the Office of the State Auditor, the Executive Office of Health and Human Services, and the Operational Services Division.
  • Bilingual or multilingual fluency, given the population served.

Responsibilities

  • Develops and disseminates reports to Area Managers in conjunction with Management and Budget staff, at the direction of the Director of Field Operations Manager (DFO).
  • Assists DFO Manager in troubleshooting and resolving Area day-to-day operational problems and needs, including representing the DFO as assigned.
  • Assists in Area spending plan development, including analyzing information for projected expenditures, in conjunction with DFO and Management and Budget Unit (M&B).
  • Reviews and analyzes Area requests (Area Office, Sites and Facilities) for equipment and supplies in consideration of the budget plan.
  • Provides technical assistance to Area Managers as needed.
  • Monitors Area expenditure by reviewing Management and Budget reports to ensure expected spending trends and alerts DFO to potential over or under expenditure levels.
  • Monitors the spending in the Area training trust account as assigned.
  • Ensures that correct and timely information is provided to Fiscal Affairs and Resource Management staff and Procurement Services to buy and make payment for Area goods and services.
  • Participates in the review and modification of Standard Operating Procedures that support the Departments Internal Control Plan.
  • Identifies problems and makes recommendations relative to operating procedures.
  • Communicates monthly, quarterly, and annual financial analysis and status reports to the Area managers.
