About The Position

The Home and Community Living Administration’s (HCLA) Management Services Division (MSD) is seeking a skilled analyst to support statewide contract oversight and federal compliance for HCLA’s Medicaid-funded programs. In this role, you will help ensure that contracts and subcontracts tied to Washington’s Section 1115 Medicaid Demonstration Waiver meet federal standards, support program goals, and align with evolving Medicaid transformation initiatives. As the primary programmatic and contract compliance analyst for HCLA’s Medicaid Transformation Program portfolio, you will provide federal compliance monitoring, contract review, and stakeholder coordination across a range of demonstration programs - including Medicaid Alternative Care (MAC), Tailored Supports for Older Adults (TSOA), Presumptive Eligibility, Health-Related Social Needs (HRSN) services, and future Medicaid Transformation Program renewal and expansion efforts. You will track CMS reporting deadlines, support audits and inquiries, and advise staff on federal and state requirements unique to waiver-funded contracting.

Requirements

• A bachelor’s degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics or closely allied field; AND FOUR (4) years of experience in negotiating, administering, or terminating government contracts, contract management, contract cost or price analyses or contract compliance administration.
• OR EIGHT (8) years of professional/practical demonstrated experience negotiating, administering, or terminating government contracts, contract management, contract cost or price analyses or contract compliance administration.
• This type of experience may be substituted year for year, for the education listed.
• A master’s degree in one of the above academic disciplines may be substituted for one (1) year of experience.
• A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of relevant experience.

Nice To Haves

• A strong preference will be given to candidates who have DSHS contracting experience.
• Knowledge of DSHS and DES regulations, contracting policies, professional services practices, cost factors, and standard contract terminology.
• Experience with Medicaid contracting, Section 1115 Demonstration Waiver programs, or CMS reporting and compliance requirements.
• Skill in analyzing and interpreting complex federal and state policy, contracting rules, and procurement regulations.
• Ability to communicate and collaborate effectively with program staff, contract staff, and external partners across multiple governmental levels.
• Strong written communication, analytical ability, and capacity to prepare clear reports and documentation for federal review.
• Ability to evaluate data, identify trends, manage multiple evolving program portfolios, and adapt quickly to new systems, priorities, and assignments.

Responsibilities

• Serve as the primary analyst overseeing programmatic review, contract compliance, and federal monitoring for HCLA’s Medicaid Transformation Program portfolio.
• Monitor contracts and subcontracts to ensure they meet CMS reporting, performance, and Section 1115 Medicaid Demonstration Waiver requirements.
• Track federal reporting deadlines and coordinate timely completion of required CMS submissions.
• Act as a point of contact for federal and state audit requests related to Medicaid transformation contracting.
• Identify and communicate risks associated with compliance gaps, questioned costs, or contract lapses.
• Update and maintain processes and procedures as program requirements and federal expectations evolve.
• Coordinate with HCLA program staff, AAAs, CCLS, and HCA on the development, negotiation, and monitoring of Medicaid transformation contracts and subcontracts.
• Prepare, review, and support negotiation of contracts and amendments using the Agency Contracts Database.
• Provide consultation and technical assistance to program managers and staff regarding Medicaid transformation contracting requirements.
• Monitor the Agency Contracts Database, oversee shared inboxes, provide technical assistance, and run or analyze PowerBI reports to support accurate data and effective contract oversight.
