About The Position

The Housing Program Manager position is a designated specialist that is key to bridging the gap between the long-term care service world and state and federal affordable housing resources that seniors and clients with disabilities in WA State depend upon. You'll work within the Housing Team to formulate statewide policy and long-range strategic direction and provide subject matter expertise to contribute a broad understanding of long-term care regulations and principles related to supportive housing, affordable housing, and other supportive services that support stability in the community. The Home and Community Living Administration (HCLA) under the Department of Social and Health Services (DSHS) is responsible for Washington state's system of long-term services and supports serving people with disabilities and older adults, including home and community-based services, protections from abuse, neglect and exploitation, regulatory oversight of licensed and certified settings and case management services. The new Strategic Grievance and Incidents Operations Office sits within the Home and Community Services (HCS) Office of the Director, and the Grievance Resolution Specialist reports directly to the Senior Access Administrator. To find success in this role, you'll need to be a Microsoft Excel whiz and possess a solid understanding of database management. You'll have the opportunity to use Power BI as well as Power Automate to create data that will be integral in supporting housing, affordable housing, and other supportive services, creating stability in our communities. You'll be working within groups to translate the project to a non-project audience acting as an intermediary between these groups, so possessing excellent communication skills is important in this role. To find success in this role, you'll need to be a Microsoft Excel whiz and possess a solid understanding of database management. You'll have the opportunity to use Power BI as well as Power Automate to create data that will be integral in supporting housing, affordable housing, and other supportive services, creating stability in our communities. Requirements

  • One year of experience as a Social and Health Program Consultant 3 or equivalent; OR Two years of experience as a Social and Health Program Consultant 2 or equivalent; OR A Master’s degree in social work, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs; OR A bachelor’s degree in social work, a health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
  • Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
  • Experience in a related field of work may substitute year for year for the required education.
  • Microsoft Excel whiz
  • Solid understanding of database management
  • Excellent communication skills

Responsibilities

  • Develop and grow quality Supportive Housing services statewide via the Governor's Opportunity for Supportive Housing and Foundational Community Supports.
  • Provide training and technical assistance to support provider development and provision of quality services for Aging and Long-Term Support Administration clients.
  • Utilization and management of subsidized housing resources, both federal and state funded.
  • Tracking and managing a high volume of subsidy paperwork and timely communication pertaining to unit leasing and client transitions across multiple agencies.
  • Developing and expanding housing services and resources necessary for successful transition and community tenure of people leaving nursing facilities and other institutional, residential, or unstable settings.
  • May be asked to assist with other home and community programs and presentations, and advocate for client-centered services.
  • Stay current on national housing trends, innovations in community-based options, and Equity, Diversity, Access, and Inclusion (EDAI) conversations about housing.
  • Develop and expand partnerships with stakeholders.
  • Provide statewide and local training with all stakeholders.
  • Collect and manage large amounts of data regarding subsidy and service utilization data.
  • Track and manage a high volume of subsidy paperwork and timely communication pertaining to unit leasing and client transitions across multiple agencies.
